About this opportunity
The United States Transportation Command seeks comprehensive air transportation services for Point Mugu Range Air Transportation Services (PMRATS), with proposals due May 26, 2026. This is a 100% small business set-aside, firm-fixed-price contract with time and materials provisions for reimbursables and fuel adjustments.
Place of performance is Naval Air Warfare Center, Weapons Division (NAWCWD), Point Mugu, California, with service area extending to Southern California within 200 nautical miles of Point Mugu for fixed-wing operations; rotary-wing operations span Ventura County airports (Naval Base Ventura County–Point Mugu and Oxnard), San Nicolas Island, and Santa Cruz Island, or within 1.5 flight-hour duration of Point Mugu. The contractor must be locally based and provide services within one-hour flight time of NAWCWD.
The contract requires fixed-wing and rotary-wing passenger and cargo transport with personal baggage, drone recovery operations, and radar range surveillance services (300 annual hours). Fixed-wing aircraft must include one aircraft with minimum 800-pound payload carrying up to four passengers and another with minimum 1,600-pound payload carrying up to eight passengers, both with 200-nautical-mile range and UHF Navy-frequency radios. Rotary-wing aircraft must deliver one with minimum 1,000-pound payload and 1.5-hour flight duration for five or more passengers, and another with 2,500-pound payload and 2.0-hour duration for nine or more passengers, capable of recovering 500-pound and 2,500-pound drones within two hours of splash time and equipped for Navy shipboard landings. A dedicated radar surveillance aircraft must achieve 0.5-nautical-mile positional accuracy, 90% probability of detection on first pass, 20-nautical-mile detection range, 3-meter-squared target size detection, and 3,600 square nautical mile-per-hour surveillance rate.
The contractor must hold current FAA or CAA Operations Specifications and Department of Defense Commercial Aircraft Review Board (CARB) approval; all proposed aircraft must be CARB-approved and listed on Operations Specification D085. Contractor must achieve CMMC Level 2 (Self) certification prior to award. Some crew members require SECRET clearance eligibility for approximately one mission per quarter. The base period runs October 1, 2026 through September 30, 2027, with four one-year renewal options extending through September 30, 2031. Performance metrics permit no more than one monthly instance each for aircraft non-availability and mission delays exceeding 30 minutes, plus one cyberincident reporting delay per 12-month period.
Evaluation criteria are Business Compliance (Acceptable/Unacceptable), Technical Capability (Acceptable/Unacceptable), Past Performance (confidence rated and weighted more heavily than price among acceptable proposals), and Price. The NAICS code is 481211, Nonscheduled Charter Passenger Air Transportation, and the PSC code is V221. Amendment 0001 issued May 14 adds FAR 52.222-90 prohibiting racially discriminatory DEI activities and updates the Contracting Officer contact to thomas.m.fee2.civ@mail.mil. A preproposal conference was held April 30, 2026. Prevailing wage rates apply per Ventura County wage determination, including Health & Welfare at $5.55 per hour and paid sick leave accrual.
