About this file

This is an Aircraft Identification Sheet attachment that specifies the fixed-wing and rotary-wing aircraft requirements for the Point Mugu Range Air Transportation Services (PMRATS) contract (HTC71126RE137).

The document requires offerors to identify all aircraft they propose to utilize for contract performance, organized into separate tables for fixed-wing and rotary-wing aircraft. For each aircraft, offerors must provide detailed specifications including tail number, aircraft type/model, passenger capacity, range in nautical miles, allowable cabin load, empty weight, maximum gross takeoff weight, cruise speed, and fuel burn rate. Fixed-wing aircraft must satisfy specific performance requirements including payload capacity exceeding 800 pounds, range greater than 200 nautical miles, capability to carry 4 or more passengers/cargo at maximum allowable cabin load, UHF radio equipped with Navy frequencies, and range clearance authorization. Enhanced fixed-wing requirements (1.3.1.1.2 and 1.3.1.1.3) include payload capacity exceeding 1,600 pounds, 8 or more passenger/cargo capacity, and large/bulk cargo area capability. Rotary-wing aircraft must meet distinct requirements including payload capacity exceeding 1,000 pounds with 1.5-hour flight duration capability for 5 or more passengers, payload capacity exceeding 2,500 pounds with 2-hour flight duration for 9 or more passengers, capability for locating and recovering 500-pound and 2,500-pound drones at open sea, and UHF radio equipped with Navy frequencies. Aircraft may be added, replaced, or deleted during contract performance only after technical acceptance determination by the Department of War Air Carrier Survey Team and Contracting Officer approval via contract modification.

Attachment 3

Fixed Wing Aircraft Identification Sheet

The aircraft identified in the table below are the only aircraft approved to be utilized in the performance of this contract. The contractor agrees that the aircraft identified by tail numbers and listed below will be either owned, controlled, or subcontracted under sufficient terms to ensure complete control over the aircraft during the performance of this contract. Additional contractor-owned or controlled aircraft may be added, replaced, or swapped out during the contract performance period after the aircraft is determined technically acceptable by the Department of War (DOW) Air Carrier Survey Team and DOW Commercial Airlift Division, and after approval of the Contracting Officer by way of contract modification. Aircraft may be deleted from the list after notification to, and approval of, the Contracting Officer by way of a contract modification. At all times, the list shall provide for sufficient aircraft to meet contractual requirements, as determined by the Contracting Officer.

The offeror’s unique technical approach determines the number of aircraft proposed. The offeror shall insert the proposed aircraft in the table below that will be utilized in performance of PMRATS per the Performance Work Statement (PWS). **If below spaces are not sufficient to identify all aircraft, please insert additional Attachment 3 tables as necessary.
