About this opportunity
The Department of Agriculture Forest Service seeks sewer line repairs, leach field replacement, waterline upgrades, and septic tank replacement at Pike-San Isabel National Forest work centers in Colorado, with proposals due July 20, 2026. This is a 100% small business set-aside with a NAICS code of 237110 (Water and Sewer Line and Related Structures Construction) and a small business size standard of $45 million.
Place of performance spans four Forest Service administrative sites: Lake George Work Center, Monument Fire Center, Fairplay Work Center, and AG Ranch Work Center, all located in Colorado at elevations between 7,100 and 10,000 feet. Work includes installation of new sanitary sewer service lines and pressurized septic systems at Lake George; new sanitary sewer service line and fire hydrant replacement at Monument Fire Center; waterline replacement at Fairplay Work Center; and septic tank replacement at AG Ranch. All work must use SDR-35 PVC sewer piping, HDPE waterline piping, and concrete (not plastic) septic tanks. Existing tanks must be removed from site. The contractor must provide all labor, materials, equipment, tools, and licenses.
Work commences within 10 calendar days of notice to proceed and must be completed by November 30, 2026. Davis-Bacon prevailing wage rates apply across six Colorado counties, with craft rates ranging from $20.33 to $48.60 per hour plus fringe benefits. Award will be made on a firm fixed-price basis to the single offeror representing best value based on technical approach and price. Offerors must submit a 2–4 page technical approach, construction schedule (Gantt chart), past performance documentation, and pricing using a provided Schedule of Items spreadsheet. A bid guarantee of 20% of total offer price (not to exceed $3 million) and 100% performance and payment bonds are required within 10 calendar days of award. Mandatory site visits are scheduled for June 23, 2026 at 11:00 a.m. MDT at Lake George and June 29, 2026 at 10:00 a.m. MDT at Monument Fire Center. Questions were due June 29; Amendment A0002 (effective July 10) clarified that cost range estimates are not required, that hydrant proximity to building foundations presents no concerns, and that alternate sewer line routes are acceptable if code-compliant.
