Additional requirements include providing temporary toilet facilities, implementing a weekly trash abatement program, and delivering four key deliverables: a construction schedule due at the prework conference, material and equipment submittals during construction, quality control reports throughout construction, and as-built drawings prior to final inspection. The total period of performance extends from award until November 30, 2026, with work prohibited during frozen or saturated ground conditions anticipated October through April. Site elevations range from 7,100 feet to 9,900 feet, and the contractor must designate a Project Manager and Project Superintendent to oversee contract performance. Water and electricity will be government-furnished at the sites, and work scheduling restrictions prohibit holidays, weekends, and hours between 6 p.m. and 7 a.m.

General Information
1.0 Project Location
This project consists of work at “4” Forest Service administrative sites on the Pike-San Isabel National
Forests & Cimarron and Comanche National Grasslands:
a. Lake George Work Center

These sites are open and accessible year-round by highway legal vehicles. Winter conditions (freezing temperatures, snow fall, frozen ground, etc.) can be anticipated approximately October through April.
2.0 Scope of Work
The project scope of work generally consists of the following:
a. Lake George Work Center
i. Installation of new sanitary sewer service lines from the Brown House and Office buildings to new pressurized septic system.
ii. Associated and ancillary work includes mobilization, quality control, project management and coordination, utility abandonment/demolition, site demolition, excavation, trenching, backfill, and site surface restoration.
iii. Refer to the Project Manual/Specification and Construction Drawings for a full depiction of the work.
b. Monument Fire Center
i. Installation of new sanitary sewer service line from the Classroom Building to an existing sewer manhole.
ii. Removal and replacement of existing site water hydrants.
iii. Associated and ancillary work includes mobilization, quality control, project management and coordination, utility abandonment/demolition, site demolition, excavation, trenching, backfill, and site surface restoration.

3.0 Background
a. The existing sewer line at Lake George is made of clay pipe and the joints have become offset overtime allowing for root penetration into the sewer line. This results in clogging issues that must be regularly cleaned. The existing field seems to no longer be accepting wastewater at the rate that is needed. The new sewer line and leach field will resolve this issue.
b. The existing sewer line at Monument is too shallow and generally freezes over the winter which renders the bathroom facilities in the Classroom building unusable. A new sewer line installation at a greater depth will be required to resolve this issue.
c. The existing waterline at Fairplay Work center that feeds the shop building has deteriorated and needs to be replaced.
d. The septic tanks at AG ranch are in poor condition and need to be replaced. The other components of the systems seem to be working

Monument, 9,900 feet at Fairplay Work center, and 8,100 at AG Ranch.
g. Winter conditions (freezing temperatures, snow fall, frozen ground, etc.) can be anticipated approximately October through April.
h. Cellular phone service is generally available at all sites.
General Information
4.0 Technical Requirements / Tasks
Generally work will consist of the following tasks:
• Mobilization;
• Quality Control, Survey, and Staking;
• Construction and upgrading of utilities including sanitary sewer and water;
• Site/utility demolition and abandonment, grading, temporary erosion control, and surfacing replacement;
Construction includes furnishing all labor, materials, equipment, tools, transportation, supplies, storage, other incidentals to complete the sewer line repairs, leach field, waterlines, septic tank replacement, and all other work associated with these repairs in accordance with the approved final drawings, specifications and provisions of the contract.

Construction quality control includes supplying all the personnel, equipment, special inspections, tests, and reports necessary to ensure that construction is completed in compliance with the drawings, specifications, and provisions of the contract.
The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work.
A trash abatement program shall be initiated during pre-construction phases of the project and shall continue through the duration of the project. All construction refuse shall be removed from the site and disposed of properly on a weekly basis and upon project completion.
5.0 Government Furnished
a. Water and electricity are available at the site(s) for construction purposes.
b. The Government will provide all necessary inspections.
c. Work shall not be scheduled on holidays, weekends, and between the hours of 6pm and 7am.
d. Refer to Project Manual/Specifications for additional information.
6.0 Period of Performance
The total period of performance allowed for completion of all contracted activities shall be from the date of the award until 11/30/2026. Winter conditions which may impede utility and earthwork activities can be anticipated approximately from October to April. Work during frozen or saturated conditions will not be allowed.

8.0 Travel
All costs associated with travel to and from the job site, including mobilization of all equipment and materials shall be included in the Contractor’s cost proposal.
9.0 Contractor’s Key Personnel
Project Manager – individual designated by the General Contractor, serves as primary points of contact and shall have overall responsibility for managing and coordinating the performance of the Contractor’s obligations under this contract, including performance of all Subcontractors, and be authorized to act for and bind Contractor and Subcontractors in connection with all aspects of this contract.
Project Superintendent – onsite representative of the General Contractor, responsible for overall management of the project and capable of discussing technical aspects of the project. Project
Superintendent may also fill Project Manager role at the Contractor’s discretion.
The scope of this project does not require a dedicated QC person. That role may be filled by the Project
Superintendent or the Project Manager at the Contractor’s discretion.
10.0 Site Visit
