About this opportunity
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is seeking a construction contractor to perform building repairs at the Columbia Plateau Conservation Research Center in Adams, Oregon. The project involves comprehensive repairs and upgrades to mechanical and electrical systems in Buildings 001, 003, and 011, including replacing boilers, fume hoods, plumbing, HVAC, electrical panels, overhead doors, and roofing. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with contractors required to demonstrate technical capability and past performance. A mandatory site visit is scheduled for April 10, 2025, at 1:00 PM Pacific Time, and potential bidders must submit questions by April 16, 2025, to spencer.hamilton@usda.gov. Proposals are due by 12:00 PM PST on May 20, 2025, with a performance period of 270 calendar days after the Notice to Proceed.
The solicitation is set aside for total small business participation, with a project value estimated between $500,000 and $1,000,000. The place of performance is located at 48037 Tubbs Ranch Road, Adams, OR 97810, where approximately 15-25 people will be present during construction. The project will involve working in partially occupied buildings constructed between 1970 and 1986, with specific considerations for existing infrastructure and hazardous materials identified in a previous inspection. A Hazardous Building Materials Inspection Report revealed the presence of asbestos-containing materials in various locations, which will require careful handling during renovation. Fiscal Year 2025 funding will be available at the time of award, though the exact start date remains to be determined. Contractors must comply with Davis-Bacon wage rates, which range from $39.11 to $57.92 per hour depending on trade classification.
