About this opportunity

The National Park Service Midwest Region seeks construction services to replace siding and four HVAC units at Pecos National Historic Park, Pecos, New Mexico, with quotes due September 16, 2026, at 1:00 PM. The procurement is a total small business set-aside under NAICS 238130 (Framing Contractors) with a $19 million size standard.

Work comprises three line items: replacing two windows and one storm door with fire-rated, double-pane, low-e tempered glass assemblies; removing existing metal roofing and installing new 7/8" corrugated metal roof and siding with synthetic underlayment, including up to 5% roof decking replacement; and demolishing four existing HVAC units while installing two new split system units with concrete pads and ductwork. The contract is firm fixed price under FAR Part 13 simplified acquisition procedures. Project magnitude is estimated between $250,000 and $500,000. Performance and payment bonds are required—a bid bond at 20 percent of bid amount and a payment bond equal to 100 percent of final contract award amount.

The contractor must commence work within 10 calendar days of notice to proceed and complete all work within 90 calendar days. Work is restricted to Monday through Friday between 7:00 AM and 3:30 PM, weather permitting. The HVAC specification requires no substitutions of the basis-of-design equipment; specified Above Air Technologies split system units are mandatory. Storm door dimensions must be approximately 41" wide by 79" high with charcoal grey aluminum 1.5-inch frame, heavy-duty steel push-button closer, and reinforced internal corner brackets. Wall patching in curatorial and artifact storage rooms requires embossed white galvanized steel panels pop-riveted in place with rigid XPS insulation (minimum R-25 value) and sealed with silicon caulk.

Offerors must submit a completed SF 1442, experience questionnaire, project approach document, and bid bond via email to joseph_kirk@ios.doi.gov. A site visit is highly encouraged September 3, 2026, at 10:00 AM Mountain Time. Offers remain valid for 60 days. Evaluation considers technical capability and price using simplified acquisition procedures, with award made to the responsible offeror providing best value. Davis-Bacon Act wage rates and all applicable federal labor standards clauses apply. Amendment 3, posted September 15, extended the due date from September 15 to September 16 and requires offerors to acknowledge receipt of all amendments prior to submission.
