About this file

This is a Questions and Answers document for the PECO Replace Siding and HVAC contract opportunity, issued by Contract Officer Joseph Kirk on September 15, 2026.

The document addresses three key inquiries regarding project specifications. For door and screen/storm door requirements, contractors must replace the existing storm door with a new custom-fabricated unit approximately 41" wide by 79½" high (to be verified before ordering). The door must feature charcoal grey aluminum 1.5-inch frame construction with reinforced internal corner brackets, heavy-duty steel push-button closer, interchangeable glass and screen with thermally tempered safety glass, lever handle latch with exterior keyed lock (black or grey finish), door sweep, tamper-proof hinges, and weatherstripping. The government clarifies that "screen door" and "storm door" refer to the same assembly. Regarding HVAC mini-split equipment, the response explicitly states "NO substitutions," indicating that specified basis-of-design equipment is mandatory with no approved-equivalent alternatives permitted. For wall patching in curatorial and artifact storage rooms, contractors must use embossed white galvanized steel panels matching existing in-kind material and texture, pop-riveted over existing panels and sealed with silicon caulking. Patching requires 2x4 blocking around the opening interior for support, rigid XPS insulation with a minimum R-25 value, flame spread rating below 25, and a vapor barrier.
