All work shall be performed Monday through Friday between 7:00 AM and 3:30 PM, weather permitting, with a maximum 48-hour downtime for curatorial storage room HVAC equipment and no system replacement allowed when outdoor temperatures exceed 80°F daytime highs. The contractor must submit a Weather Contingency Plan, Site-Specific Accident Prevention Plan, Construction Schedule with Schedule of Values, and various product data submittals for approval before work begins. General requirements include site protection from debris and environmental impacts, protection of interior spaces from construction dust, coordination with park staff for equipment phasing and special access procedures to curatorial areas, waste management and recycling documentation, a one-year workmanship warranty, and a 20-25 year roofing manufacturer warranty. The project specifications reference standard NPS Division 1 sections covering contract modifications, project management, construction scheduling, submittal procedures, safety requirements, quality control, and closeout procedures.

Scope of Work
New Siding, Roof and 2 HVAC Units for Park Curation Building (PMIS # 315705)
Pecos National Historic Park, Pecos, New Mexico
14 April, 2026
1. Location and Facilities: This project is located at the Pecos National Historic Park, 1 Peach Drive, Pecos, New Mexico, off of State Road 63. For more information see the Park website at https://www.nps.gov/peco/index.htm.
2. General Requirements: This procurement consists of three (3) Contract Lines:
2a. Contract Line Item 1 – Replace windows: See Paragraph 4b below.
2b. Contract Line Item 2 - New corrugated exterior siding and roof: See Paragraph 4c below.
2c. Contract Line Item 3 - Replace HVAC units : See Paragraph 4d below.
All work shall be accomplished under the supervision of a licensed contractor and according to the
Scope of Work (SOW), and the National Park Service’s contractual requirements. All work shall comply with all applicable codes and regulations of authorities having jurisdiction, i.e., San Miguel County and the State of New Mexico, as well as the International Building Code, Department of Interior and National
Park Service Historical Requirements and/or guidelines, and any other applicable codes, requirements and/or guidelines. When there is differing guidance, the more strict guidance shall be followed.
The Contractor shall be responsible for determining the need for and obtaining all necessary permits, and shall provide the Contracting Officer (CO) or Contracting Officer’s Representative (COR) copies of all inspection reports, notices and similar communications. The Contractor shall notify the Contracting
Officer (CO) or Contracting Officer’s Representative (COR) of any varying/differing site conditions as soon as they are discovered and suspend work in that area until further guidance is provided. The
Contractor shall not remove or alter any structural components without prior written approval from the
CO or COR. NOTE: It is not expected any permits will be required.
The Contractor shall be responsible for validating quantities, locations, sizes, etc., in order to ensure all required work is identified and accomplished.
Work shall be conducted between the hours of 7:00 AM and 3:30 PM, Monday through Friday – weather conditions permitting. Actual work dates and schedule shall be coordinated with the Park and approved by the CO or COR at least ten (10) working days in advance. No work shall take place on National
Holidays. Park may observe other days of significance or special open public days, where construction work maybe limited or not allowed. These days will be coordinated by park staff. All material and equipment must be on-hand before any demolition or construction work takes place.
In general, the Park will consider alternatives under the Value Engineering Clause of the solicitation documents; however, those alternatives shall be submitted and approved by the Park prior to bids being submitted. The exception being variations or unforeseen site conditions, which result in an opportunity for alternative solutions after demolition or construction has started.
3. Historical Requirements: None. This structure is not historic
4. Description of Work: The work consists of all labor, material, equipment and incidentals to accomplish the work described below.
The Contractor shall ensure the site is free of all debris including trash, nails, screws, etc., at the completion of the project.
As described in Paragraph 3 above, any variations shall be approved by the Park prior to the Contractor(s) submitting any proposals.
4a. Project General Conditions
4a.1 General
a. Thoroughly inspect and verify all existing conditions prior to beginning work. Inform project COR and Project Manager of any unexpected conditions.
b. Ensure that contractor’s project Superintendent is present for the duration of the project.
c. Contractor shall hold regular weekly or biweekly progress meetings with the COR, Facilities Manager (if different), Cultural Resources personnel, Preservation personnel, Compliance personnel, Project Manager, etc. as deemed necessary.
d. Provide all materials, supplies, equipment for the project.
e. Determine project laydown area(s) with park staff prior to mobilization.
f. Provide all materials, supplies, equipment for the execution and completion of the project.
g. Protect all existing surfaces and materials, including landscaping and vegetation;
protect original structures and adjacent structures from damage. Consult the park cultural resources staff and facility manager prior to beginning work as to assets to be protected.
h. Park to identify area of underground septic tank and leach field. No vehicles shall be permitted in these areas.
i. Protect interior of the building from construction dust and debris (buildings may be occupied during regular working hours).
j. Protect exposed openings, structure, etc. from environmental impacts during construction. Provide temporary covers in anticipation of inclement weather.
k. All openings must be securely closed against intruders, wildlife and insects, etc. when work crews are not on site.
l. Take special precautions to not damage surrounding walls and structures.
m. Protect area below from falling debris.
n. Provide safety barriers as required to protect people, vehicles, etc. from entering work areas.
o. Remove and haul off-site all demolition materials and other associated construction materials and trash. Dispose of demolition and construction debris outside the park in accordance with all county, state and federal requirements.
p. Clean-up and housekeeping: Pick up all debris from roof and surrounding grounds at the end of each work day. All equipment and materials to be secured. At the completion of the project, the area shall be left clean and free of all debris, excess material, trash, etc.
4b. Contract Line Item 1: Replace windows
4b.1 Performance Requirements
a. Remove two (2) existing windows and storm door. Building must be weather tight.
b. Provide a complete installation of 2 new steel frame, double pane, low-e window, tempered glass assemblies and screen door.
c. New windows shall conform to all National, State and local Wildland-Urban Interface wildfire standards. Minimum of 20 minute fire rating.
d. Ensure the selected sealants, flashing, etc. selected are physically and mechanically compatible. Install windows in accordance with manufacturer’s requirements, specifications and details. Provide drip edge flashing above door and windows. Provide drip edge flashing at window sill.
e. Repair any damage to interior walls that may occur during removal or installation of windows. Any new interior painting or drywall mud for repairs shall have no or low VOC paints. Match color and texture of surrounding.
f. Install new storm door after completion of new siding materials.
4b.2 Submitals
a. Product Data: Provide product data sheets for each type of product indicated in this section.
b. Shop Drawings: Provide manufacturers standard details and approved shop drawings for the window system specified.
c. Samples: Provide samples of flashing, fasteners, paint chips, etc. for verification of quality.
4c. Contract Line Item 2: New Corrugated exterior siding and roof
4c.1 Performance Requirements
a. Remove any existing flashing, etc.
b. Remove all associated hardware.
c. Remove exterior antenna, beacon, and previously abandoned water lines.
d. Remove existing metal roofing. Ensure exposed roof deck is protected from weather events during new roofing installation.
e. Repair or install new roof deck as required (Include cost to replace up to five percent
(5%) of existing decking.
f. Install new 2x blocking, OSB sheathing under building end soffits. To be sheathed in new corrugated metal.
g. Frame and sheath openings where abandoned utilities were removed.
h. Install underlayment over existing T-111 siding. Underlayment shall be synthetic, mechanically fastened. Underlayment Sharkskin Ultra (or equal).
i. Install corrugated siding and roof over new underlayment. New corrugated roof and siding shall be installed with compatible metal drip edge, die formed ridge caps, flashing, etc. Provide and install new flashing, sealants, etc. Roof and siding shall be
7/8” corrugated, desert tan color PVDF painted finish, with matching trim and fasteners, as provided by Western States Metal (or equal). Install per manufacturer’s recommendations.7
j. Notify park COR and project manager regarding any evaluations, inspections, etc. of the completed work.
k. All tools and unused materials must be collected at the end of each workday and stored properly off of the finished roof surface.
l. Protected from exposure to the elements while old roof is being demo’d and new roof installed.
m. Clean and restore all damaged surfaces to their original condition.
4c.2 Submitals
d. Product Data: Provide product data sheets for each type of product indicated in this section.
e. Shop Drawings: Provide manufacturers standard details and approved shop drawings for the roof system specified.
f. Samples: Provide samples of flashing, fasteners, etc. for verification of quality.
4d. Contract Line Item 3: Replace HVAC units
a. Demolish existing (4) Marvair ModPac HVAC units and existing ducting and equipment from north and south sides of building prior to new corrugated siding installation.
Note: Dispose of Marvair units. Humidifiers and dehumidifiers shall be turned over to park.
b. Demo fume hood equipment from building interior. Fume hood equipment to remain at park.
c. Recover all existing refrigerant prior to demolition per EPA requirements. Protect existing components to remain including but not limited to electrical.
1. Contractor must be certified to handle refrigerant and recovered per EPA Section 608 regulations.
d. Remove existing wall mounted duct and hoods adjacent to existing HVAC units.
e. Patch weather tight all openings from removed equipment inside and outside with insulation installed in the voids.
f. Install two (2) new concrete condensing unit pads
g. Install two (2) new split system units per plans.
h. programming of each zone per park input requirements.
i. Perform full system start-up and verification testing per manufacturer requirements.
Verify proper operation in all modes and zones. Provide final test reports to COR for approval.
j. Provide additional (4) air filters for future use.
k. Provide two (2) copies of approved Operation and Maintenance manuals (O&M) including installation instructions, troubleshooting guides, wiring diagrams, maintenance schedules. Provide an on-site training session for park maintenance staff on system operations, controls, and routine maintenance.
5.0 Special Conditions / Requirements:
a. Work is to be completed in and around an occupied building that is used by park staff.
Special accommodations may be required to protect interior spaces the Contractor requires access, including dust protection, flooring protection, and cleaning.
Coordinate access requirements for each space with the COR.
b. Access to the curatorial storage room will be limited by the Contractor. The Contractor and workers shall be supervised by authorized Park staff at all times. Contractor staff background checks may be required prior to access. Minimum 48-hour written notice to the COR and approval by the curatorial staff is required prior to access. Minimal necessary equipment to accomplish the work will be permitted in the Curation Rooms and may be inspected by NPS prior to access.
c. Equipment replacement phasing:
1. Equipment serving Curatorial Storage rooms shall have a maximum allowable downtime of 48-hours from existing unit shutdown to new unit operation.
2. Entire duration of each system’s replacement shall not be completed while the outdoor air temperature is forecasted to be 80°F or higher during daytime highs.
3. If these constraints are unable to be met by the contractor, temporary room conditioning measures must be provided to maintain room conditions.
6. Weather Contingency Plan: The Contractor shall not accomplish any work during adverse weather
(rain, sleet, high winds, etc.) conditions.
The Contractor shall provide a Weather Contingency Plan. The Weather Contingency Plan shall detail the steps the Contractor will take in the event of adverse weather conditions to protect exposed elements of the structure, both internal and external. The Weather Contingency Plan must be approved by the Park prior to the beginning of any construction work.
7. Quality Control: The quality of work shall be the responsibility of the Contractor. Inspect and/or test all work as needed to ensure the quality of materials, workmanship, construction, finish, and functional performance is in compliance with the statement of work, applicable codes and manufacturers’ instructions. The Contractor shall designate a Quality Control Supervisor.
8. Safety: The Contractor shall meet established NIOSH and OSHA safety standards, and also take special care to reduce risk or exposure to the public. There is considerable pedestrian traffic inside around the Visitor Center throughout the day and especially when tour groups are scheduled. Care shall be taken to not impact the visitors experience and mechanisms and/or measures to protect visitors shall be installed prior to the start of and for the duration of work.
8a. Safety Plan: The Contractor shall provide a copy of their overall company safety plan prior to the issuance of the Notice-to-Proceed (NTP).
8b. Accident Prevention Plan: The Contractor shall provide an Accident Prevention Plan (APP) for the Park’s review and acceptance prior to the issuance of the NTP. The APP is different from the
Safety Plan in that it describes how the company Safety Plan will be implemented for this particular project and how they will address/mitigate specific hazards, etc., associated with this particular project.
NOTE: The Accident Prevention Plan shall provide details on how the demolition of the existing lead-zinc metal panels will be accomplished IAW OSHA and any applicable State guidelines.
Fall protection and visitor safety shall be key components of the Accident Prevention Plan.
9. Product Handling: Storage of materials will be permitted only in areas designated by the Park.
Storage of materials shall be in a location safely away from visitor use areas, but as close as possible to the work site. A limited amount of material to facilitate daily work may be stored in the immediate vicinity of the work site. The Contractor shall haul off all trash and debris daily, leaving the work area clean unless otherwise authorized by the CO or COR. At the end of construction, and before final payment, the Contractor shall ensure the area is free of material and/or other debris. The Contractor shall comply with all legal load restrictions in the hauling of materials.
10. Recycling/Waste Management: Employ processes that ensure the generation of as little waste as possible. Minimize waste generation due to over-packaging, poor planning, breakage, mishandling, contamination, error or other factors. Of the waste generated, as much as is economically feasible shall be reused, salvaged or recycled. Waste disposal in landfills shall be minimized. All material unsuitable for recycling must be disposed of, in a legal manner, at public or private dumping areas outside the park.
Materials that may be recycled include but are not limited to the following:
• Cardboard, paper, packaging
• Clean dimensional wood, pallet wood
• Beverage containers
• Glass or plastics
• Existing/removed roofing materials
The Contractor shall provide a listing to the Park at the completion of the project showing quantities of material (weight) by type and whether it will be salvaged, recycled, or disposed of in a landfill or incinerator.
• Salvaged Materials Returned to Park: For materials that will be salvaged and returned to park for park use.
• Salvaged Materials for Reuse: For materials that will be salvaged and reused in this project, describe methods for preparing salvaged materials before incorporation into the Work.
• Salvaged Materials for Sale or Donation: Include a list of local receivers for materials that will be sold or donated to individuals and organizations.
• Recycled Materials: Include list of local receivers and processors and type of recycled materials each will accept.
• Disposed Materials: Indicate how and where materials will be disposed of.
The Contractor shall ensure the site is free of all debris including nails, screws, etc., at the completion of the project.
11. Project Schedule and Schedule of Values: After contract award and before the Pre-Construction
Meeting, the Contractor shall submit a project schedule and Schedule of Values for the CO’s approval.
The Schedule of Values shall break the lump sum contract price into component parts of the construction work for which progress payments maybe requested, i.e., removal of caulk, joint preparation, completion of bid items, etc., etc. The CO may request data to verify the accuracy of dollar values. Include mobilization, general condition costs, overhead and/or profit in the total dollar value of the component parts. Do not include mobilization, general condition costs, overhead and/or profit as a separate item. The cost of all items shall equal the contract sum. The Schedule of Values will form the basis for progress payments, i.e., progress payments during construction will be based on the percentage of work completed according to the approved Schedule of Values. An acceptable Schedule of Values shall be agreed upon by the Contractor and the CO before the first progress payment is processed.
12. Deliverables and Submittals: Deliverables and submittals shall be transmitted to the COR using NPS
Form CM-16 (Attachment 4). Submittals shall be provided for the following as a minimum:
• “Cut-sheets” or manufacturer’s literature for metal siding/roof, underlayment, paint, drywall mud, storm door, HVAC equipment.
• Weather Contingency Plan.
• Safety Plan.
• Accident Prevention Plan.
• Construction Schedule/Work Plan.
• Proposed Schedule of Values based on Construction Schedule/Work Plan, unless only a single payment will be requested at the completion of construction.
• Following Project Completion – o Debris Disposal Breakdown, i.e., quantities, by weight, of materials recycled, disposed of in landfills, etc.
o O&M manuals for HVAC units o (4) Additional air filters
Submittals will be returned to the Contractor within ten (10) working days and marked in one of three ways as defined below:
Approved: Accepted with no corrections.
Approved with Notations: Minor corrections or clarifications are required. All comments are clear and no further review is required. The Contractor shall address all review comments when proceeding with the work.
Disapproved – Resubmit: Rejected as not in accordance with the contract or requires major corrections or clarifications. The COR will identify the reason for disapproval. The Contractor shall revise and resubmit with the changes clearly identified.
Accept/Reject: Safety and Accident Prevent Plans will only be accepted or rejected vice approved or disapproved.
13. Warranty: The Contractor shall provide a written one (1) year warranty for all general work and workmanship, as wells as the roofing manufacturer’s written warrant. The manufacturer’s warranty shall be at least 20-years, preferably 25-years or longer.
14. Attachments: The following documents referenced above in the Statement of Work are included as attachments:
• Attachment 1 – Form CM-16, Transmittal – National Park Service.
15. Site Visits: A site visit for all potential bidders will be scheduled no later than 2 weeks in advance of the bid opening date. All potential bidders are highly encouraged to attend. The site visit is critical to understanding the overall requirement and existing conditions. The selected bidder shall be responsible for all critical measurements and dimensions used for ordering materials, components, etc., for accomplishing the work.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Pecos National Historic Site
Curation Building
1 Peach Drive
Pecos, New Mexico
B. The Work consists of:
1. This project is to install new synthetic underlayment and corrugated metal siding, remove the existing metal roof, install new Class A metal roof over synthetic underlayment;
replace two existing windows with new 20 minute fire rated fixed windows; remove four
Marvair package units and replace them with two new Above Air split system units.
C. Project will be constructed under a single prime contract.
1.3 WORK UNDER OTHER CONTRACTS
A. General: Cooperate with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate Work of this
Contract with work performed under separate contracts.

1.5 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of site for construction operations. Limit use of premises to immediately adjacent to the work area, inside and outside. Allowable work area shall be delineated on site by park staff. Do not disturb portions of Project site beyond areas in which the Work is indicated. Work and work area shall not impede visitor and staff access to the
Curation Building entrance.
1. Limits: Confine constructions operations to Park staff shall delineate confines of work area.
2. Limited site disturbance is expected.
B. Storage of Materials: Confine storage of materials to area to be designated by park staff.
C. Parking: Confine parking to parking areas, spaces as assigned by park staff.
D. Stockpiling: Material storage, staging and dumpster (if required) location shall be delineated by park staff.
E. Preservation of Natural Features:
1. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
2. Provide temporary barriers to protect existing trees and plants and root zones.
3. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with
Contracting Officer (CO) and remove agreed on roots and branches that interfere with construction.
4. Do not fasten ropes, cables, or guys to existing trees.
5. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
F. Driveways and Entrances: Keep driveways, roads, pedestrian paths and walkways, and building entrances serving premises clear and available to Visitors, Government employees, and emergency vehicles at all times. Do not use for parking or storage of materials.
1. Schedule deliveries to minimize use of driveways and entrances.
2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
G. Construction Camp: Establishment of a camp within park will not be permitted.
H. Restrooms are available for use at the nearby comfort station.
I. Hauling Restrictions: Comply with legal load restrictions in hauling of materials. Load restrictions on park roads are identical to state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

J. Bridge Restrictions: Identify jurisdictions, load restrictions, permit requirements, time and calendar restrictions as outlined.
K. Pedestrian and/or Vehicular Traffic Control: Provide a traffic control plan for CO review, comment and acceptance if the project impedes, alters or affects the existing pedestrian and/or vehicular traffic. Products and procedures to be in accordance with Specification 015000, 3.3,C
Traffic Controls.
1.6 PUBLIC USE OF SITE
A. The Curation Building is not open to the public but will still be in use by park staff. Contractor shall provide a pedestrian and/or vehicular traffic control plan for CO review and acceptance if the project impedes, alters or affects the existing pedestrian and/or vehicular traffic. Contractor may utilize a proposed building/site plan or similar to indicate traffic control measures.
B. Contractor shall conduct his operations to ensure the least inconvenience to public and staff.
Building closures, although not anticipated, may be permitted, upon specific approval of
Contracting Officer.
1.7 OCCUPANCY REQUIRMENTS FOR BUILIDINGS
A. Existing Buildings
1. Full Government Occupancy: Government will occupy buildings under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.
a. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Contracting Officer.
b. Maintain existing building in weather tight condition throughout construction period. Repair damage caused by construction operations. Protect building and occupants during construction period.
1.8 CONDUCT OF OPERATIONS
A. Contractor shall conduct his operations in conformance with rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by Park Superintendent.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed unless stated in the Work Restrictions below or without prior consent from the Contracting Officer. Submit requests 3 business days in advance of the work to the Contracting Officer for approval.
C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

1.9 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated. Work inside the building can be performed 9:00 am to 4:30 pm with notice to Curatorial staff.
1. Weekend Hours: Only on approval.
2. Early Morning Hours: Only on approval
3. No work allowed during Federal Holidays.
4. No work allowed on special observance days.
5. Hours for drilling, saw cutting, shall be determined by park staff.
B. Existing Utilities
1. Existing Utilities: No digging or trenching is expected as part of this contract.
2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
1. Notify Contracting Officer not less than three (3) business days in advance of proposed utility interruptions.
2. Do not proceed with utility interruptions without Contracting Officer’s written permission.
3. Hours and length of Utility Shutdowns: to be determined if required.
D. Nonsmoking Building/Tobacco Use/Vaping: Smoking is not permitted within building or within
25 feet of entrances, operable windows, or outdoor air intakes.
E. Extreme Fire Danger: If a Red Flag Warning or other extreme fire danger warning is issued that includes the project site, the Contractor shall coordinate with the Contracting Officer for any additional work restrictions that may be required. Contact park staff regarding Hot Work Permits.

SECTION 01 32 16 – CONSTRUCTION SCHEDULE
PART 1 - GENERAL
1.1 SUMMARY
A. Section consists of Construction Schedule requirements including:
1. Schedule of Values
2. Construction Schedule Requirements.
3. Construction Schedule Updates.
4. Time Impact Analysis.
B. Purpose: The Construction Schedule ensures adequate planning, coordination, scheduling, and reporting during execution of the work by the Contractor. It shall assist the Contractor and
Contracting Officer (CO) in monitoring the progress of the work, evaluating proposed changes, and processing Contractor's monthly progress payments. It shall include the dates in the contract, phases, milestones, occupancies, holidays, weather consideration, a critical path, and the requirements of this section.
1.2 DEFINITIONS
A. Activity: A discrete part of a project identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.
1. Critical activities are activities on the critical path. They start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.
3. Successor Activity: An activity that follows another activity in the network.
B. Cost Loading: Allocation of the Schedule of Values for completion of an activity as scheduled.
The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by the Contracting Officer.
