The Hill Air Force Base (HAFB) Paving program supports all aspects of exterior/interior paving, concrete, and appurtenance improvements to include milling, excavating, grading, utility replacement, preparation, installation, and maintenance. The program will be supported via a Firm-Fixed Price (FFP) Mulitple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, which will cover HAFB, Little Mountain Test Annex (LMTA), Utah Test and Training Range (UTTR), Carter Creek, Boulder-WY and other geographically separated sites paving needs. The contractor shall be responsible for furnishing all labor, material and equipment necessary to perform all aspects of pavement installation, repair and maintenance.

Government clarification on Volume location for bid guarantee and bonds:
Volume III, Contract Documentation
Section L paragraph 6.1.3.3 references submittal of a prequalification letter from an A.M. Best "A" rated surety verifying bonding relationship and shows Performance and Payment bond capacity of $5M for all Paving IDIQ task orders.
Volume II, Technical Acceptability
Section L, paragraph 5.5 references submittal of a bid guarantee AND evidence of the blanket Performance and Payment bond.

In order to participate in the site visit, all information needed to be submitted to the contracting office by 10 Jul 2017, 10:00 A.M. (MDT).
All information was required in advanced for security purposes and drop in visitors will NOT be authorized to attend.

6Jul2017: The Solicitation and any Amendments will be made available only on FedBizOpps (FBO) website at: http://www.fbo.gov.
All current and/or future information about this acquisition, i.e. solicitation, amendments, and Questions & Answers, will be distributed through FBO. Therefore, interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation.
All prospective offerors interested in submitting a proposal must have a DUNS number and be registered in the System for Award Management (SAM) database in order to transact business with the Government. Failure to have a DUNS number and "active and complete" SAM account will result in an award to the next otherwise successful registered Offeror.
Any Questions submitted to the Contracting Office will be answered under this Solicitation posting for all to review. This is an official pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation for service or supplies.
The solicitation for this requirement will be posted under the same reference number as stated above. The solicitation will be posted on FedBizOpps on or about 15-May-2017 with a closing response date of on or about 14-Jun-2017. It is the contractor's responsibility to monitor FedBizOpps on a regular basis for the solicitation along with any amendments. An industry day/site visit is anticipated and date/location will be provided in the solicitation.
It is the Government's intent to solicit as a 100% small business set-aside.
Hill AFB, UT anticipates a Multiple Award, up to three (3), Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract awards for procurement. However, the Government reserves the right to make additional awards.
Foreign owned firms are advised to contact the Contracting Office before submitting a proposal to determine whether there are restrictions on receiving an award.
