Source Selection Information - FAR 2.101 and 3.104
Question # Contractor Question Government Response
I just wanted to verify whether or not the proposal requires a past performance section/narrative
Past performance is not a Evaluation factor for this requirement. However, prospective contractors must meet responsibility requirements in accordance with
FAR 9.104-1 and at the discretion of the Contracting Officer may request additional evidence to support a determination of responsibility.
Is there a past performance questionnaire requirement for the US Air
Force Paving Project-Solicitation Number: FA8201-17-R-0007? There is not a past performance questionnaire for this requirement.
Is the performance bond of $5million required per task order? or is it a blanket performance bond for the entire contract that needs to be in place for the duration of 5 years?
A $5M performance bond is not required per task order, however a $5M blanket performance/payment bond is required to cover each task order for the life of the contract (anticipated duration is up to 5 years). If the $5M dollar threshold is reached or if the bond expires, a new $5M bond will be required without a break in coverage.
4 SITE VISIT: What is located in the vault?
The vault will contain high pressure steam and condensate return lines. Steam and condensate lines will be installed by the Government.
5 SITE VISIT: Are steel plates on hinges? Steel plates are not on hinges. Steel plates need to be removable.
SITE VISIT: Do you have preference of how long the steel plates are?
Width?
Steel plates shall not be longer than 8 feet and not wider than 4 feet. A drawing with specifications will be provided. See attachment labeled Concrete Vault.
7 SITE VISIT: Are angled slots required.
Angled slots are required and are included in the drawing. See attachment labeled
Concrete Vault.
8 SITE VISIT: Will core samples be provided for road depth?
Data results from latest core samples will be provided. See attachment labeled
Core Sample Results.
9 SITE VISIT: Do you want a membrane over the steel plates?
No. However, a geotextile fabric (Mirifi 500 or equivalent) over the steel plates will be required and updated on the drawing and Seed SOW Paragraph 3.7.
10 SITE VISIT: Will there be any road closures?
Seed SOW, Paragraph 3.2, will be updated to include the phasing requirements, road closure, and business access.
11 SITE VISIT: Is a design requirement for the vault required?
No. The government will provided a detail requirement for the vault. See attachment labeled Concrete Vault.
SITE VISIT: Is one (1) 6" lift for compaction acceptable over the two (2)
3" lift?
Lifting shall be in accordance with Seed SOW Paragraph 3.5; two (2) 3" lifts and compaction testing on the 6" base course.

13 SITE VISIT: What is beneath the asphalt?
Data results from latest core samples will be provided together with existing road section drawings. See attachment labeled Core Sample Results and HWY &
Roads 121, 131, 141, 142, & 223.
14 SITE VISIT: Do we need to submit phasing plan with the proposal? Yes. See Seed SOW, Paragraph 3.2.
15 SITE VISIT: What is the contract ceiling amount? The Indefinite Delivery Indefinite Quantity contract is estimated at $85 million total.
16 SITE VISIT: Are traffic control lights optical? Underground loops? Traffic control lights are camera type. Not optical or underground.
17 SITE VISIT: Where is the staging area?
A designate staging area will be identified on the drawings. See attachment labeled ProjectLimits_New Waterway and ADA Ramp.
SITE VISIT: Is waterway width parallel with the road? Are we adding waterways?
Yes, waterway is parallel with the road. Yes, three (3) waterways are added and an existing waterway section is removed and replaced, in kind. A detailed drawing is provided. See 2 attachments labeled 1)ProjectLimits_New Waterway and ADA

19 SITE VISIT: How do you want the waterway tied to the radii?
In accordane with Seed SOW Paragraph 7.7, the contractor is responsible to provide positive drainage in all areas. The contractor may propose their own solution (e.g. frog).
20 SITE VISIT: Where would you like the road crown? In accordance with Seed SOW Paragraph 3.8, 2% crown from centerline.
21 SITE VISIT: Do we adjust utilities in the road?
In accordance with Seed SOW Paragraph 2.5 & 3.8, all road utilities access points are raised and collared.
SITE VISIT: Are the paving boundaries to side streets to the point of curvature (PC)?
Yes. Detailed drawings are provided. See 3 attachments labeled
1)ProjectLimits_Southwest Gate 2)ProjectLimits_New Waterway and ADA Ramp drawings and 3)ProjectLimits_Southgate Avenue.
23 SITE VISIT: How many ADA compliant ramps are required? In accordance with Seed SOW Paragraph 3.6, two (2) ADA ramps are required.
24 SITE VISIT: Are crosswalks marking piano bars or two parallel lines?
In accordance with Seed SOW Paragraph 2.6, 3.10 & 9.1, contractor to match existing striping (e.g. piano bars).
SITE VISIT: Does the contractor need to move the 'K' barriers and pave to the wedge barriers?
In accordance with Seed SOW Paragraph 2.8, the contractor is responsible for any and all work with the barriers.
26 SITE VISIT: Are we going to pave the Southwest gate area?
A boundary drawing is provided for the Southwest gate area. See attachment labeled ProjectLimits_Southwest Gate.
