Source Selection Information - FAR 2.101 and 3.104
Question # Contractor Question Government Response
We were told to provide an RS Means estimate however we were also told to use the spreadsheet provided. Are we to use specific RS Means line items and then apply our mark-up etc to them? Typically there is a multiplier that is added to deducted to those line items. How do we account for that? This creates a bid tabulation that is exported, should we provide this export?
Applying multipliers/deductions is permissible, however please ensure that each multiplier/deduction is explained/justified.
Please annotate if multipliers/deductions are applied globally to all lines, or to specific line items. Any bid tabulation created from a software tool may be submitted as supporting documentation to the Construction Cost Estimate worksheets. As a reminder, for the Government to understand your estimating techniques and methods within your price proposal volume, Section L paragraph
4.5 states to provide a summary description of your standard estimate system or methods.
During the meeting portion of the site walk we were told to create line items in the spreadsheet for our pricing. Are these required to be copied from RS Means or can we use Contractor Created line items? If our subcontractor does not use RS Means line items can we itemize their bids as long as we use the pricing template form provided in the RFP docs?
During the Questions and Answers (Q&A) session of the site visit, the Government briefly reiterated the information provided on FBO regarding the Pricing Matrix. In accordance with (IAW) Section L paragraph 4.2 The offeror shall not alter the formulas or content of the spreadsheets, and shall only populate the shaded cells. IAW Section L paragraph 4.5, when responding to the Price Volume requirements in the solicitation, the offeror and associated subcontractors shall use generally accepted construction estimating techniques using an RS Means based estimating system, such as RSMeans, e4Clicks, or CO approved equivalent, to develop their estimates on the “Seed” Project. If necessary the offeror may create line items if no appropriate ones exist. If a subcontractor does not use RS Means based estimating system, the prime can itemize the subcontract bids on the pricing template form themselves.

Could you please provide some type of background for the TCIR and DART rate? If a company does not have those rates, is there a particular format you would like us to follow when completing the Volume III-Contract Documentation portion?
Please visit https://www.osha.gov/ for additional information on TCIR and DART rates. IAW Section L paragraph 6.1.5 an offeror that does not possess established TCIR and DART rates shall submit consecutive recording data for the time period available such as workers compensation, insurance rates, etc. and shall provide a document with an explanation regarding why the offeror does not have TCIR and DART rates and how the recording data provided is comparable to TCIR and DART rates. Format information is provided in Section L paragraph 3.18.
