About this opportunity

The Mission & Installation Contracting Command (MICC) Fort Jackson, South Carolina is seeking to establish Blanket Purchase Agreements (BPAs) with qualified small business vendors for comprehensive overhead door maintenance and repair services. The procurement covers all necessary labor, management, personnel, materials, transportation, supplies, tools and equipment for garage and overhead hangar door repair, maintenance, service, and potential replacement across various buildings on Fort Jackson. Contractors will be evaluated using a Lowest Price Technically Acceptable (LPTA) approach based on three factors: price list including labor rates and materials markup, technical approach demonstrating capabilities and experience, and past performance information. Offerors must submit responses by August 1, 2025, with questions due by July 16, 2025. The BPAs are anticipated to be effective from approximately August 10, 2025 through August 9, 2030, with annual evaluations for compliance, workmanship, and delivery performance.

This procurement is designated as a total small business set-aside under NAICS code 238290 (Other Building Equipment Contractors) with a size standard of $22 million in average annual revenue. The government plans to award up to three BPAs with an estimated value of approximately $333,000 per BPA holder over the five-year performance period, totaling a potential combined value of nearly $1 million. For projects under $25,000, call orders will be rotated among BPA holders, while projects over $25,000 will be competed among the BPA holders using a competitive Request for Quotation process. Individual call orders are limited to $100,000, and service calls have historically averaged two to three per month. All work will be performed at Fort Jackson in Columbia, South Carolina, and contractors must comply with specific insurance requirements including comprehensive general liability coverage of $500,000 per occurrence and maintain proper badging through the installation's Contractor Verification System.
