About this opportunity
The Special Notice is a request for information issued by the National Oceanic and Atmospheric Administration regarding potential procurements for operations, maintenance, and sustainment services. The NOAA seeks these services to support the National Environmental Satellite, Data, and Information Service in meeting its mission to provide environmental data from satellites and other sources.
The Special Notice requests capability statements and past performance examples from contractors by December 15, 2017 to inform an upcoming indefinite delivery/indefinite quantity contract opportunity. Contractors are asked to provide administrative information and describe relevant experience in program management, operations and maintenance of multiple ground systems as detailed in the attached draft performance work statements. The anticipated contract would have a one year base period and four option years. The NOAA plans to release a draft request for proposals on January 5, 2018 and host an industry day on January 17, 2018 to further communicate requirements to interested parties. The opportunity is open to all eligible contractors with relevant experience in supporting environmental monitoring programs through management and technical services.

Update #19 · Latest ·
The purpose of this special notice is to inform potential offerors that updates and additions have been made to the OMS DRAFT RFP Q&A document that was originally posted to beta.SAM.gov on December 23, 2019. The updated Q&A file is titled, “OMS DRAFT RFP Q and A 12 MAR 2020”. Any answers that have changed or questions that have been added since the original posting are highlighted in yellow.
Additionally, the OSPO System Inventories zip file (reference 02) posted to the OMS Acquisition Library in Kiteworks has been replaced with an updated zip file which now includes the document “FY 20 OSPO Software Inventory”.
Update #18 ·
In preparation for the upcoming Operations, Maintenance, and Sustainment (OMS) indefinite delivery, indefinite quantity (IDIQ) solicitation and in accordance with FAR 7.107-5(b)(2), the National Oceanic and Atmospheric Administration (NOAA) hereby informs the public of the rationale used for the bundling of the OMS requirement.
a. List of all contract requirements that were bundled:
- 1332KP19FNEEB0051
- ST133016NC0143 – only the Common IT services (CITS) portion of the requirement
- NA17AANEG0037
b. Brief description of requirement:
The OMS scope of work includes support for:
- Operations, maintenance, and sustainment of NESDIS-deployed hardware, firmware, and software ground systems
- Satellite-to-Ground communications, including radio frequency (RF) and terrestrial communications networks, telemetry over Internet Protocol (IP), and RF antenna systems
- Systems that support mission scheduling, ground system software/subsystem functions, and satellite command and control
- Secure data ingest from both NOAA-operated satellite missions and external sources;
- Data Collection System (DCS) satellite services
- Product generation, storage, monitoring, and distribution systems supporting new and improved satellite products, services, and algorithms
- Provision of information to the National Centers for Environmental Information (NCEI) for archive and stewardship
- Program execution and delivery of services using National Institute of Standards and Technology (NIST) and other security control guidelines
- Technical Baseline evolution, both hardware and software that changes components or adopts new technology
- Cloud computing utilizing government approved cloud services for Satellite Data Processing and distribution and Satellite Operations services
c. Total dollar amount:
The total anticipated dollar amount of this IDIQ over 10 years is $699.6M
d. Data on the number (arranged by industrial classification) of small business concerns displaced as prime contractors by bundled contracts awards:
NAICS 541519 – 1
NAICS 541512 – 2
e. Justification for bundling:
A single contract is required to provide transparent, centralized oversight so that efficiencies, reduced cost, and reduced risk can be achieved. Combining operations, maintenance, and sustainment helps ensure the system baselines remain intact through system and product refresh cycles as it’s transitioned into operations. This reduces the amount of government oversight required to maintain these complex satellite ground and product processing systems.
f. Estimated cost savings realized by the bundling over the life of the contract:
The Government stands to save an estimated $35.9 million (or 5.14% of the IDIQ value) over the life of the contract.
Update #17 ·
The purpose of this Special Notice is to provide instructions to potential offerors on how to obtain access to the OMS Acquisition Library. It is the Government's view that this set of documents is sufficient to develop a well-informed proposal response. These documents are access-controlled through Kiteworks. In order to gain access, interested parties must:
1. Fill in the date and company name, sign, and submit the Nondisclosure Agreement (NDA) attached to this posting (OMS NDA Library.docx) via email to the Contract Specialist and Contracting Officer at Scott.DeLoera@noaa.gov and Michele.Eberhart@noaa.gov. Electronic signatures are acceptable.

OPERATIONS, MAINTENANCE, AND SUSTAINMENT
REQUEST FOR INFORMATION
INTRODUCTION
This is a Request for Information (RFI). In preparation for upcoming anticipated procurements, the National Oceanic and Atmospheric Administration (NOAA), Satellite and Information Acquisition Division (SIAD), on behalf of the National Environmental Satellite, Data, and Information Service (NESDIS), is conducting market research to gather feedback from industry and to assess the marketplace.
BACKGROUND
The mission of NOAA/NESDIS is to provide timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. To meet its mission responsibilities, NESDIS acquires and manages the Nation's operational environmental satellites, operates the NOAA National Data Centers, provides data and information services including Earth system monitoring, performs official assessments of the environment, and conducts related research.
The Government anticipates awarding a single-award IDIQ, under which the Operations, Maintenance, and Sustainment requirements for multiple NESDIS systems will be included. The anticipated period of performance is a base year plus four option years.
INFORMATION REQUESTED
If your organization has the potential capacity to perform these contract services, please provide the information below. The Draft IDIQ PWS is attached for your reference in responding to this RFI.
Part 1. Administrative Information
Responses are requested to include:
a. Contact Information. Provide company name, mailing address, phone number, fax number, company website, CAGE code, DUNS number, and contact information for designated points of contact.
b. Business Type. Identify your business type and any socioeconomic categories such as Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Business, Woman-owned Small Business, HUBZone Small Business, and 8(a) companies.
c. Alternative NAICS Code Recommendation, if applicable. The anticipated North American Industry Classification System (NAICS) Code for this procurement is 541513 Computer Facilities Management Services. The Government may consider recommendations for an alternative NAICS code. If an alternative is recommended, please provide rationale for why the code is is more appropriate and applicable to the planned acquisition.
Part 2. Corporate Capabilities and Experience
Responses are requested to include a summary of your business' capability to perform the requirements (reference the attached Draft IDIQ PWS) and any relevant experience in providing the same or similar services offered to the general public, non-government entities, or Government agencies.
The Government is not requesting generic capability statements, but specific responses tailored to this requirement. Capability statements should address all of the relevant services for the operations, maintenance, and sustainment of NOAA deployed ground systems as detailed in the attached Draft IDIQ PWS. Capability statements should include objectives that your company can and cannot fulfill, noting that the Government's primary concern is the overall program management of the effort and identifying key areas that will require subcontracting. This requirement deals with the operations and maintenance of multiple systems including sustainment and integration efforts. Respondents are requested to respond whether they are capable of fulfilling the entirety of the scope or only a portion therein. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
Capability statements should include:
- Program/project management processes, approaches, tools, and methods used to address the requirement, including subcontracts management and approach to workforce management.
- Descriptions of any methodologies for timely delivery of goods and services in a cost effective manner given cost and schedule constraints, proactive management of relationships with broad-based geographically dispersed team consisting of contractors, subcontractors, and federal employees.
