1. Scope

1.1 Introduction

This Task Order details the assigned systems and performance periods for Contractor implementation of Sustainment Activities listed in the Indefinite Delivery, Indefinite Quantity (IDIQ) Performance Work Statement (PWS). This is the initial sustainment Task Order under the OMS Contract; this work involves planning activities in the migration and transition of sustainment tasks by the Contractor from an incumbent contractor. Table 1.1-1 shows the ground systems that are within the scope of this Task Order PWS. The items listed in Table 1.1-1 may be referred to as “assigned systems” within the body of this PWS.

Table 1.1-1 NESDIS Systems or Subsystems to be Supported Under the Task Order #3

PWS

Geostationary Operational Environmental Satellites (GOES) NOP Ground System

Deep Space Climate Observatory (DSCOVR) (Subsystem of GOES)

Environmental Satellite Processing Center (ESPC)

National Polar-orbiting Partnership (NPP) Data Exploitation (NDE) (ESPC Subsystem)

Product Distribution Activity (PDA) (ESPC Subsystem)

NOAA Jason Ground System (NJGS)

Polar-orbiting Operational Environmental Satellite (POES) Ground System

Mission Support Services (MSS) Local Area Network (LAN)

A detailed list of NESDIS systems is in Appendix A1 of the IDIQ PWS. Individual system inventories, drawings, descriptions and interfaces are available in the OMS documentation Library.

1.2 Place of Performance

The work locations for Task Order 03 (TO3) are:

· NOAA Satellite Operations Facility (NSOF) located in Suitland, MD.

· OSGS Program Offices located in Greenbelt MD and Silver Spring MD.

· NOAA Center for Weather and Climate Prediction (NCWCP) located in College Park, MD

· NASA’s Goddard Space Flight Center located in Greenbelt, MD

· The NESDIS Consolidated Back-up Unit (CBU) located in Fairmont WV.

1.3 Activities

The Contractor shall plan for and perform all the activities listed under sustainment within the IDIQ PWS for assigned systems. In addition, the Contractor shall address all the pending obsolescence of Commercial Off the Shelf (COTS) software and components, and technical refresh that comprise the assigned systems. Planning for mitigation of and mitigating obsolescence of the legacy systems is a key objective of the OMS program. Trading obsolescence remediation costs against accepting additional mission risk is a primary theme in supporting the Government under this PWS.

3.3 Sustainment

General sustainment requirements are specified, and shall be in accordance with, Section

3.4 of the OMS IDIQ PWS. Task Order 3 is broken into Work Assignments specific to a NESDIS Ground System. The Government will assign Sustainment responsibility for a given system to the contractor through a Work Assignment.

The Contractor shall execute the IDIQ PWS Section 3.4 activities (shall statements) for each work assignment / assigned system. In general, this would lead a to a scope of work for each assigned system. This scope of work will likely include a planning phase, a transition phase and a modernization or consolidation phase for each work assignment / assigned system.

For example, the planning phase may include determining the schedule, resources and performance needed to assess the material state of the system and necessary transition activities.

The transition phase may include incumbent capture, inventory, license and warranty audits and assignment /assumption of management control responsibilities. The modernization or consolidation phase may include planning to mitigate obsolescence, function transfer among assigned systems or technology refresh. This is meant only as an example, the contractor should organize the work in a manner that exploits their competitive advantage and leads to best value for the government

3.3.1. Work Assignment One (WA1) - ESPC Assigned Systems’ Transition

WA1 assigns responsibility for sustainment of the Environmental Satellite Processing Center (ESPC) System, Federal Information Security Management Act (FISMA) System NOAA5045 as listed in the IDIQ PWS.
