About this opportunity
The United States Air Force Air Combat Command (ACC) is soliciting proposals for comprehensive operations, maintenance, and support (OM&S) services for Primary Training Ranges (PTR) across eight locations nationwide. The contract encompasses Electronic Combat Ranges, Electronic Warfare Sites, and Bombing and Gunnery ranges that support basic to intermediate air-to-surface training, featuring target arrays, threat simulators, and weapons scoring systems. Contractors must possess or obtain a Secret Facility Clearance and demonstrate technical experience performing similar work within the past eight years. The evaluation will utilize a tradeoff source selection methodology where technical factors significantly outweigh price considerations, with specific focus on facility clearance, transition strategy, technical experience, and program management capabilities. Proposals are due September 5, 2025, at 11:00 AM Eastern Time, with the government anticipating contract award on or about January 12, 2026.
This procurement is designated as a 100% small business set-aside under NAICS code 561210 with a $47 million size standard. The contract structure includes a 60-day transition period, followed by a nine-month base contract period and four potential one-year option periods, creating a total possible performance duration of approximately five years. While specific contract values are not disclosed in the solicitation, the pricing structure includes firm fixed-price line items for program management and operations at each range, plus cost-reimbursable components for travel, supplies, parts, and extended maintenance with amounts ranging from $387,000 in the base period to $515,000 in option periods. The eight training ranges are located at Air Force installations in Virginia, North Carolina, South Carolina, Georgia, Florida, New Mexico, Wyoming, Texas, and Idaho, with range operations managed by various Air Force bases including Seymour Johnson, Shaw, Moody, Dyess, Ellsworth, Holloman, and Mountain Home.
