About this file

This file is a Government Response to Questions and Answers (Q&A) Matrix for a federal solicitation FA489025R0006 related to Operations, Maintenance, and Support (OM&S) of Air Combat Command (ACC) Primary Training Ranges (PTR). The document addresses key clarifications from potential offerors, including details about unforeseen events, fuel and propane responsibilities, manning matrix requirements, and government-furnished equipment replacement.

The Q&A matrix covers critical contracting nuances such as reimbursement terms, equipment replacement processes, and labor category classifications. Notably, the solicitation is a 100% small business set-aside with a period of performance including a 60-day transition, nine-month base contract, and four one-year option periods. The contract will be a single Firm Fixed Price (FFP) with a proposal closing date of 5 September 2025 and anticipated award on 12 January 2026, involving maintenance services for eight different training ranges across multiple Air Force locations.

PTR Questions

Question and Answer Matrix for FA489025R0006 - Operations, Maintenance, and Support (OM&S) of ACC Primary Training Ranges (PTR)
OfferorsGovernment Only
Q#DocumentPg #ParagraphComment/QuestionDisposition
1Q&A docpg. 1Question #7, #30 and #32States "Any unforeseen/unplanned events that may occur will be processed as a Request for Equitable Adjustment (REA)." This is unclear, please clarify and provide an example of what constitutes an "Unforeseen/unplanned" event. This clause/response seems to conflict with response to Q#30 and Q#32.Unforeseen/unplanned events are those non-routine events that are unforeseen or unintended circumstances such as defective government property or damage/destruction to government property due to weather events or situations that are unforeseeable by the offeror and are not the fault of the offeror. Such events will be processed as a Request for Equitable Adjustment.
2Q&A doc and SOWSOW pg. 32 & 67Q&A #31 and SOW 2.13 and 5.5.1.3SOW 2.13 and the Government response to Q&A #31 clarified that fuel is not reimbursable, it is now unclear if propane (which is a fuel) must now be sourced, purchased, scheduled for delivery to No-Drop Sites, and paid for. SOW 5.5.1.3 states propane is Government furnished. Please clarify it propane is now completely a contractor responsibility and non-reimbursable.No, per SOW 5.5.1.3, "The government will furnish propane"

To clarify, the response to Q&A #31 should state "POL is not reimbursable".

3Q&A docQ&A #134We understand the Manning Matrix is now to be completed in man-hours. However, it is unclear if we show man-hours for the Base Year (9 months) or Option Year 1 (12 months). Please clarify.Offerors must show manning for all periods of performance.
4SOWpg.32SOW 2.13 PETROLEUM, OIL, LUBRICANTS (POL) FUELSIs the contractor required to provide POL storage tanks? No.
5Q&A doc and SOWSOW pg. 32Q&A #7 and SOW 2.11The Government response in Q&A #7 seems to confilct with SOW 2.11 that states, "The Government will reimburse the contractor for expendable and non-expendable parts and supplies required to maintain Government furnished facilities and equipment on a cost reimbursable basis exclusive of fee or indirect rates when the parts, supplies materials, and services are not readily available through Government channels as identified in the bid schedule (excludes vehicles and heavy equipment)." Do REAs involve vehicles and heavy equipment in any way (acquisition purchases or repairs)?See response to question 1.
6Q&A doc and SOWSOW pg. 30Q&A#6 and SOW 2.9.1.3The answer to question #6 stated the following as not being reimbursable under CLIN 0011, “All other costs, including those related to vehicles/contractor provided equipment, will be captured at the corresponding location CLIN within the firm fixed price amounts proposed”. Is it correct to assume that the “vehicles/contractor provided equipment” term also includes the TE-4 Government Furnished Vehicles/Heavy/Agriculture equipment as noted in SOW 2.9.1.3?Yes. Replacement of any vehicles/equipment in TE-4 that reach end of life during the POP should be included in FFP.
7Q&A doc and SOWTech Exhibit 4Q&A#7 and SOW Tech Exhibit 4The answer to question #7 states the following as related to the replacement of the GFE Heavy/Agriculture Equipment “… Any unforeseen/unplanned events that may occur will be processed as a Request for Equitable Adjustment (REA).”. Is it correct to assume that the replacement cost associated with replacing GFE Heavy/Agriculture Equipment will be processed as a Request for Equitable Adjustment (REA).?No. See response to questions 1 and 6 above.
8Attachment 6 and SOWAll of Attachment 6 and workload requirements in SOW (beginning on page 121)All of Attachment 6 and workload requirements in SOW (beginning on page 121)1. In the Combined CBA/Wage Determination attachment (Attachment 6), none of the CBAs include labor category duty descriptions—only job titles and wage schedules. This creates a challenge in aligning workload requirements (Attachment 1, beginning on page 121) to the CBA-covered positions required to execute the scope of work in Sections C-2 through C-4 of the SOW. Without labor category duty descriptions, it is unclear how certain work-load functions should be classified under the CBAs versus other labor categories, increas-ing the risk of misclassification or misapplication of wage determinations. This uncertain-ty affects both pricing and compliance with the Service Contract Labor Standards (FAR 52.222-41) and DFARS Subpart 222.17.

Question:

Will the Government confirm how offerors should map workload requirements to labor categories in cases where the CBAs only provide titles and wage rates, without duty de-scriptions?

Specifically, will the Government provide the complete set of CBA labor category duty de-scriptions (including any addendums or side agreements not currently included in At-tachment 6), or otherwise confirm the authoritative source for labor category definitions to ensure consistent interpretation across offerors and compliance with the Service Con-tract Labor Standards?

2. If the Government does not intend to provide full labor category duty descriptions, should offerors rely on the Department of Labor’s Service Contract Labor Standards (SCLS) Direc-tory of Occupations definitions as the authoritative standard for mapping workload re-quirements to CBA job titles and wage rates? 1. No, the Government will not confirm how offerors should map workload requirements to labor categories.

2. Offerors should rely on all information provided on the CBA and may reach out to the CBA POCs shown (i.e. Union Chief).
