About this opportunity
The Department of the Air Force Air Combat Command seeks innovative commercial technologies across eight capability areas to support the Air Force Technical Application Center's nuclear treaty monitoring, advanced detection, and counter-proliferation mission, with proposals due April 24, 2029. This is a competitive Commercial Solutions Opening under 10 U.S.C. 3458 and DFARS Subpart 212.70, with no set-aside.
Place of performance is Patrick Space Force Base, Florida. The eight topics are: Geophysics and Seismology (AFTAC-001), Atmosphere and Space (AFTAC-002), Directed Energy Weapon technologies (AFTAC-003), Nuclear and Nuclear-Related Materials Analysis (AFTAC-004), Materials Modeling and Analysis (AFTAC-005), Enterprise-Wide Integration and Architecture Modernization (AFTAC-006), Enterprise Asset and Lifecycle Management Improvements (AFTAC-007), and High Performance and Secure Cloud Computing and DevOps Solutions (AFTAC-008). Individual contract values range from $150,000 to $5,000,000, with performance periods from zero to nine years and awards anticipated in Fiscal Years 2024–2029. All proposals must be for commercial items, technologies, or services.
The solicitation employs a two-phase process. Phase I requires submission of Quad Charts (one-page landscape) and White Papers (maximum five pages) with preliminary and expected Technology Readiness Level assessments. Phase II invitations go only to favorable Phase I evaluators, allowing 30 calendar days for complete technical proposals (maximum 25 pages), separate price proposals in Microsoft Excel format converted to PDF, and Statements of Work (approximately 3–5 pages). Phase I evaluation criteria—technical merit/applicability, importance to agency programs, and funding availability—are weighted equally and evaluated through peer or scientific review. Awards may be issued as contracts or other transactions under 10 U.S.C. 4022. The government reserves the right to fund all, some, one, or none of proposals submitted. Offerors must complete a Basic NIST SP 800-171 DoD Assessment and register in SAM.
