About this opportunity
The Department of the Air Force Air Combat Command seeks a contractor to provide Operations, Maintenance, and Support (OM&S) services for eight Primary Training Ranges located across multiple states, including Electronic Combat Ranges, Electronic Warfare Sites, and Bombing and Gunnery ranges that support air-to-surface training with target arrays, threat simulators, and weapons scoring systems. The contractor must furnish all personnel, equipment, tools, materials, and supervision required to maintain these facilities at locations including Dare County Range, Poinsett Ranges, Grand Bay Range, Avon Park Range, Snyder Range, Belle Fourche Range, Holloman Ranges, and Mountain Home Ranges. Offerors must possess a Secret Facility Clearance and demonstrate at least 12 months of similar work experience within the past eight years. The government will use a best value tradeoff source selection process where technical factors significantly outweigh price, evaluating proposals on facility clearance, transition strategy, technical experience, and program management capabilities. The anticipated final RFP release date is June 23, 2025, with proposals due August 7, 2025, and comments on the draft RFP due by May 28, 2025.
This acquisition is designated as a 100% small business set-aside under NAICS code 561210 with a size standard of $47 million. The contract structure includes a 60-day transition period, followed by a nine-month base contract period and four one-year option periods, totaling approximately 5.5 years of performance. The government will award a single Firm Fixed Price contract, though no current incumbent contractors are identified in the documentation. Labor hour estimates provided in the workload documents range from 19,200 to 53,760 hours per location, with Poinsett Range requiring the highest staffing levels and Grand Bay Range the lowest. The government has noted that funds are not presently available for this effort and reserves the right to cancel the acquisition, with an anticipated award date of January 12, 2026.
