The contract is designated as a 100% small business set-aside, targeting metal coating and equipment maintenance service providers in the NAICS 332812 category. The total contract value is estimated at $9,800,000 over a five-year period, with individual task orders ranging from $1,500 to $500,000. Contractors must be registered in SAM.gov, have no active exclusions, and comply with Federal Acquisition Regulation (FAR) 9.1 contractor responsibility standards. Technical requirements are stringent, including the application of specific military coating standards like MIL-DTL-53072 and use of approved Chemical Agent Resistant Coating (CARC) vendors such as Hentzen and Sherwin Williams. The government intends to make multiple awards to qualifying offerors who can meet the precise technical specifications and quality control standards outlined in the draft Performance Work Statement.
