About this opportunity
The Department of the Air Force, through the Ogden Air Logistics Complex (OO-ALC) at Hill Air Force Base, Utah, seeks comprehensive management and supply of aircraft coatings and sealants under a firm-fixed-price IDIQ, with proposals due November 10, 2026. The Set Aside is Total Small Business.
Place of performance is 7981 Georgia St, Hill AFB, UT 84056. The Q&A documents state a $1,000 minimum guarantee and a $90 million maximum value, with an 8-month ramp-up from February 15, 2027 through October 14, 2027, a 60-month ordering period from October 15, 2027 through October 14, 2032, and a final 6-month delivery window through April 14, 2033. Q&A V2 (posted October 15, 2026) supersedes V1 (posted October 9, 2026) where they differ. V2 sets Year 5 quantities to an 18-month period with a 1.5 multiplier, and it allows subcontractor contracts to satisfy the prior-experience requirement when the dedicated subcontractor performs the same aspects.
Offerors must show at least two DoD contracts from the past five years, including IDIQs, BPAs, or purchase orders. Each contract must independently demonstrate coatings and sealants supply, delivery fulfillment, temperature-controlled and premixed-frozen material handling, and methods to maintain 85% shelf life on delivered products. The contractor must deliver urgent requirements within four hours, transit Premixed Frozen Material at -80F, and store FMS-3600 under an ITAR-compliant lock-and-key system with chain of custody. Technical assistance includes one-business-day response to material failures, on-site support during monthly visits, and support through the final six months after the ordering period. The contractor must also furnish a secure web-based ordering and tracking system. Pricing must cover only the exact products listed in Appendix D, and substitutes may be proposed after award subject to engineering review. The Personnel Management Plan and Quality Program Plan are due 30 days after award.
The NAICS code is 325510, Paint and Coating Manufacturing, and the PSC is 8010.
