About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood seeks a 12-month lease of 20 non-tactical vehicles to support range operations, with proposals due September 11, 2026, and questions due September 4, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside; SBA VetCert certification is required at quote submission.

Place of performance is Fort Hood, Texas. The contractor must deliver 20 vehicles by September 30, 2026, comprising eight 4x4 stake trucks (1–1.5 ton, 7,000–9,000 lbs GVW); one 4x2 stake truck (1–1.5 ton, 7,000–10,000 lbs GVW); five 4x2 stake/flatbed trucks (10–14 ft bed, 19,501–22,000 lbs GVWR, or 16-foot bed acceptable); one 6x4 dump truck (12–14 cubic yards, 54,000–60,000 lbs GVWR); and five 4x4 full-size pickup trucks (extended cab, minimum 9,201 lbs GVWR). All vehicles must be model year 2026 or newer with fewer than 1,000 miles at delivery and equipped with all-terrain tires, and must be registered in Texas.

The NAICS code is 532120, Truck, Utility Trailer, and RV Rental and Leasing; size standard is $47 million. The contract is firm-fixed-price with unlimited mileage. The contractor provides full-service preventative maintenance, tire replacement, annual state safety inspections, and 24-hour replacement of non-operational vehicles at no additional cost. Standard wear-and-tear from off-road operations is excluded from damage claims. The SDVOSB prime may outsource vehicle procurement and maintenance to commercial vendors while retaining contract management, quality control, reporting, and invoicing; vehicle lease costs do not count toward the 50% performance requirement under FAR 52.219-14. Insurance must include minimum $200,000 bodily injury per person/$500,000 per occurrence and $20,000 property damage per occurrence. Evaluation uses lowest-priced technically acceptable methodology. Award is anticipated the week of September 14–18, 2026.
