About this file
This document is a Questions and Answers (Q&A) clarification for a federal procurement solicitation for Non-Tactical Vehicles (NTVs) supporting ISO Range Operations at Fort Hood. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring SBA VetCert certification at the time of quote submission. The Government seeks lease of 20 total vehicles, including five stake/flatbed trucks, five pickup trucks, one dump truck, and nine other specified vehicles. All vehicles must be model year 2026 or newer with fewer than 1,000 miles upon delivery and equipped with all-terrain tires. Vehicles must be registered in Texas and fully insured with minimum coverage of $200,000 per person/$500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. Delivery to the Fort Hood Range Operations Center must occur on or before September 30, 2026, with anticipated award the week of September 14-18, 2026.
The SDVOSB prime contractor may perform contract management, quality control, reporting, and invoicing while outsourcing vehicle acquisition and maintenance to commercial fleet vendors and subcontractors, provided the prime retains full responsibility for performance and compliance with the 50% performance requirement under FAR 52.219-14. Vehicle lease costs are excluded from subcontracting calculations as material costs, allowing the prime to meet performance thresholds through management and administrative functions. Evaluation will be based on technical acceptability and price using a lowest-priced technically acceptable methodology. Quoters must provide proposed vehicle makes and models, fleet-availability letters, teaming agreements, or signed vendor commitments. The Government is responsible for fuel consumption; vehicles will operate exclusively on Fort Hood. Four-wheel-drive (4x4) stake/flatbed trucks are acceptable as equivalent to four-wheel-drive (4x2) specifications, and 16-foot bed lengths exceed baseline 10-14 foot requirements. No truck wrecker is required despite references in technical exhibits.

Q&A for NTVs ISO Range Operations at Fort Hood
1. Please confirm this procurement is a 100% SDVOSB set-aside and clarify whether FAR 52.219-27 and FAR 52.219-14 apply.
Yes, Clauses applies. Please See amendment.
2. May Vendors perform contract/project management, quality control, Government coordination, reporting, and invoicing as the SDVOSB prime while using commercial fleet vendors and subcontractors to provide the vehicles, maintenance, towing, and replacement services?
Yes, Under standard FAR Part 8.11 and FAR Part 37 commercial service practices, the SDVOSB prime may perform contract management, quality control, coordination, reporting, and invoicing, while leveraging commercial fleet vendors and subcontractors to supply vehicles, maintenance, towing, and replacement services, provided that the prime complies with FAR 52.219-14.
3. If FAR 52.219-14 applies, how will vehicle lease costs and payments to commercial fleet vendors be treated when calculating the limitation on subcontracting?
In accordance with 13 CFR 125.6(a)(1) and FAR 52.219-14(e)(1), vehicle lease costs are classified as "costs of materials/equipment" and are excluded from the cost of contract performance. Only non-material service labor (maintenance labor, PM, program management) is subject to the 50% performance requirement. The SDVOSB prime will easily meet the 50% performance threshold by executing the program management, QC, reporting, and administrative tasks.
4. Are Vendors required to own the vehicles, or may it obtain them through commercial lease, rental, dealer, or subcontract agreements?
No, vendors are not required to own the vehicles. Vendors may obtain vehicles through commercial leases, rental, dealer, or subcontract agreements, provided the vehicles meet the technical specifications in the PWS (including model year 2026 or newer, under 1,000 miles, and specific configurations).
5. Must the Contractor identify its proposed vendors and provide fleet-availability letters, teaming agreements, or signed vendor commitments with its quotation? Yes
6. Please confirm the total number of vehicles required. The CLIN schedule totals 20 vehicles, while several PWS sections refer to 19 vehicles.
20 Total Vehicles are needed.
7. Please confirm whether CLIN 0003 requires five stake/flatbed trucks or four stake/flatbed trucks and one truck wrecker. Is a truck wrecker required? 5 stake and Wrecker is not needed
8. Are equivalent commercial vehicles acceptable if they meet or exceed the required capacity, drivetrain, GVW/GVWR, model-year, mileage, and operational requirements? Yes
9. Please confirm whether the prime contractor or its fleet vendor may provide vehicle registration and insurance. Please also identify the minimum required insurance coverage.
Either the prime contractor or its commercial fleet vendor may provide registration and insurance, provided that the vehicles are registered in Texas and fully insured in compliance with Fort Hood installation regulations. Under FAR 28.307-2, the minimum required insurance is:
Bodily Injury: $200,000 per person and $500,000 per occurrence.
Property Damage: $20,000 per occurrence.
10. May maintenance and the 24-hour replacement requirement be performed through qualified commercial vendors or subcontractors, provided the vendor remains fully responsible for performance?
Yes. Maintenance and replacements may be outsourced to qualified commercial service networks. This ensures the contractor can meet the strict 24-hour non-operational replacement window using nationwide commercial dealer networks.
11. Please provide the complete evaluation criteria and confirm whether technical information, past performance, vendor commitments, or a preliminary QCP must be submitted with the quotation.
See solicitation amendment
12. Please confirm the quotation-submission email addresses, required documents, file format, and whether the WAWF reference to “W9115124Q0012” is an administrative error.
Typo, please see the solicitation released on 31 AUG 2026
13. Technical Exhibit A identifies one 16,000-pound Gross Vehicle Weight (GVW) 4x2 wrecker with a standard towing recovery package; however, the wrecker does not appear in the CLIN schedule or detailed PWS vehicle specifications. Can the Government please confirm whether a wrecker is required and, if so, identify the applicable CLIN and minimum technical specifications?

Can the Government please identify the factors that will be used to evaluate quotations and the basis for award, including whether award will be made using a lowest-priced technically acceptable or best-value methodology?
Evaluation Factor will be Technical Acceptability and Price. Please see the Solicitation amendment.
16. Can the Government please confirm whether past performance is an evaluation factor? If past performance will be evaluated, please identify the required submission information, including the number of references, recency and relevance criteria, and whether relevant performance by proposed subcontractors and contracts under which the offeror performed as a subcontractor may be considered.
Evaluation Factor will be Technical Acceptability and Price. Please see the Solicitation amendment.
17. The solicitation instructs offerors to provide sufficient information for the Government to evaluate compliance with the CLIN requirements but does not appear to prescribe a separate technical volume, format, or page limitation. Can the Government please confirm the technical information required with the quotation, including whether offerors should provide proposed vehicle makes/models, specification sheets, or other documentation demonstrating PWS compliance?
Offeror should provide proposed Make and Models

24. Can the Government please confirm whether 16-foot stake/flatbed trucks are acceptable if the proposed vehicles otherwise satisfy the applicable PWS capacity and configuration requirements?
Yes, 16-foot stake/flatbed trucks are fully acceptable. SOW Section 4.0 specifies a "10–14 ft bed length" as the baseline. A 16-foot bed exceeds this baseline and is acceptable as an equivalent or superior commercial vehicle under FAR Part 12, provided it complies with the other specified parameters.
25. Can the Government please confirm the maximum required load capacity for the dump truck and whether any trailer capability is required under this effort?
