About this file

This is a Standard Form 30 amendment to a federal solicitation for non-tactical vehicles (NTVs) in support of Range Operations at Fort Hood, Texas. The amendment is numbered 0001, effective August 31, 2026, and modifies solicitation W9115126QA068, issued by the MICC-Fort Hood (901st Contracting Battalion) under requisition W91151.

The solicitation is a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under a lowest price technically acceptable (LPTA) evaluation methodology. Offerors must submit quotes via email to Antwoine Middleton (antwoine.n.middleton.mil@army.mil) no later than the specified due date, including a signed SF Form 1449 with completed pricing data. Technical proposals must demonstrate capability to meet all Performance Work Statement (PWS) requirements for NTV procurement and maintenance; generic statements of compliance are insufficient. Award will be made to the lowest-priced technically acceptable offeror, with options evaluated by adding option year prices to base requirement pricing. The Government reserves the right to conduct discussions if necessary and will issue a written notice of award via email resulting in a binding contract. The delivery location is Fort Hood, Texas. The contracting officer is Marcellus Newson, and the contracting specialist is Antwoine Middleton; contact details will be provided at time of award. The amendment incorporates numerous FAR clauses addressing small business requirements, labor standards, security, environmental compliance, and anti-trafficking provisions, along with deviations to FAR 52.219-14 (Limitations on Subcontracting) and FAR 52.212-5 (Contract Terms and Conditions for Commercial Products and Services).

Evaluation Factors for Award

Miscellaneous text in this section has been added to:

Addendum to 52.212-2

Award will be made using the lowest price technically acceptable (LPTA) source selection process. Award will be made to the responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.

(a) The Government will award a contract resulting from this solicitation to the responsible Request for Quote (RFQ) conforming to the solicitation, that is lowest price technically acceptable (LPTA). Award will be on an all or none basis.

The following evaluation factors shall be used to evaluate offers: Technical Acceptability and Price as outlined below.

EVALUATION PROCESS:

1. Technical Acceptability: Explain your firm's capability, to include any processes currently in place that will ensure the specifications identified in the Performance Work Statement (PWS) are met. Statements that the offeror understands, can or will comply with all specifications, or statements paraphrasing the specification of parts thereof, or phrases such as "standard procedures will be used" or "well-known techniques" will be considered insufficient.

Contractor shall provide the non-personal services for the maintenance of Lenel equipment. Technical acceptability is based on performing ALL the PWS.

These parts of the technical proposal shall be addressed in sufficient written detail for the Government to determine if the offeror possess sufficient technical capability to adequately meet the requirements in the PWS.

This factor will be rated as either or . The solicitation is LPTA. "acceptable" "unacceptable"

Acceptable Rating Proposal meets all the requirements in the PWS of the technical acceptability as outlined in the -solicitation.

Unacceptable Rating Proposal does not meet the requirements in the PWS of the technical acceptability as outlined -in the solicitation.

2. Price: The quote must clearly indicate the price for the base plus all option years. Price will be evaluated using various price analysis techniques and procedures IAW FAR 15.404-1(b) including, but not limited to, comparison of proposed price received in response to the solicitation. Evaluation of price will include a determination that the price is fair and reasonable.

(a) Quotes must be submitted NLT the offer due date/local time CST by e-mailing to: antwoine.n.middleton.mil@army.

mil. No telephonic questions will be accepted, only through email. A signed SF form 1449 with completed pricing data must be submitted. E-mail is the preferred method.

(b) Evaluation Process: All offers will be evaluated IAW FAR 15.305 first: Award will be made using the lowest-price, technically acceptable source selection process. The Government will initially list proposals from lowest to highest price. If a proposal is rated Technically Unacceptable, the Government will not evaluate any other factor. USING THIS PROCEDURE, THE GOVERNMENT MIGHT NOT EVALUATE ALL PROPOSALS. Proposals receiving a rating of "less than adequate" or "not acceptable" will not be eligible for award.

(c) Options. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options (s).

(d) A written notice of award or acceptance of an offer will be furnished via e-mail to the successful offeror and shall result in a binding contract without further action by either party.
