About this file

This is Amendment 0001 to Solicitation 140RR027Q0013 for Northern California Area Office (NCAO) Fire Alarm Maintenance Service, issued by the Bureau of Reclamation's Contracting Activity in Sacramento, California. The amendment is effective November 4, 2026, with no change to the quotation deadline of November 25, 2026, at 10:00 AM Pacific Standard Time.

The amendment serves two purposes: first, to correct a discrepancy in the SAM.gov notice that incorrectly identified the acquisition as a total small business set-aside when it is actually a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside; and second, to provide responses to five contractor questions regarding inspection and testing personnel certifications, subcontractor licensing requirements, and personnel qualifications. Key clarifications include that inspection and testing may be performed by NICET Level III personnel who are not Siemens factory-certified provided a Siemens-certified technician performs corrective maintenance; both prime and subcontractors must hold active California C-10 licenses; Siemens factory certification credentials are required after contract award during the kickoff meeting and when technicians change, not at quotation submission; and subcontracting is subject only to applicable federal limitations on subcontracting for SDVOSB set-aside contracts with the prime contractor retaining full responsibility for compliance. Contractors must acknowledge the amendment by submitting a signed copy of Standard Form 30 along with their quotation.

The Solicitation cited in block 9A above, Northern California Area Office (NCAO) Fire

Alarm Maintenance Service is hereby amended.

Purpose: The purpose of this amendment is as follows:

1) To correct the discrepancy and clarify an error in the SAM.gov notice, Section (iv) of the Description incorrectly states, "This acquisition is a total small business set-aside." As stated in the combined pre-solicitation notice/solicitation, this requirement is being solicited as a total

Service-Disabled Veteran-Owned Small Business

(SDVOSB) set-aside.

(2) To provide answers to the questions received listed below.

Question 1. May inspection and testing be performed by NICET Level III personnel who are not Siemens factory-certified, with a

Siemens-certified technician performing all corrective maintenance and repairs?

Answer 1. Yes. It would be beneficial for the inspecting/testing technician to also have a

Siemens Factory Certification for any corrective routine maintenance so they wouldn't have to have two individuals at each inspection but, that is on the contractor.

Question 2. If so, would a Siemens-certified technician provided through a teaming partner or subcontractor satisfy the Factor 1 requirement?

Answer 2. Please see answer 1 above.

Question 3. Prime Contractor Licensing: Section

8.1.1 requires the contractor to possess an active California C-10 license. May an SDVOSB prime contractor satisfy this requirement through a properly licensed California subcontractor performing the regulated fire alarm work, or must the prime contractor

independently hold the C-10 license?

Answer 3. Both prime and subcontractor must hold C-10 licenses.

Question 4. Personnel Qualifications: May the required NICET Level III and Siemens factory certifications be satisfied through qualified subcontractor personnel, provided their credentials are submitted with the quotation?

Answer 4. Yes and no. The Siemens factory certification is acceptable; however, it does not need to be submitted with the quote. The certification is only required after contract award, during the kickoff meeting, and thereafter whenever there is a change in technicians. Please note that the NICET Level

III certification and the Siemens factory certification are separate requirements. Both certifications must be satisfied in accordance with the requirements of solicitation.

Question 5. Subcontracting Requirements: Are there any solicitation-specific restrictions on the use of subcontractors beyond the applicable federal limitations on subcontracting for

SDVOSB set-aside contracts?

Answer 5. No. The solicitation does not impose any subcontracting restrictions beyond the applicable federal limitations on subcontracting associated with SDVOSB set-aside procurement. However, the prime contractor remains responsible for ensuring compliance with all solicitation requirements and for the performance of any subcontractors utilized under the contract.
