About this opportunity
The National Oceanic and Atmospheric Administration seeks replacement of two non-operational boilers at the Fairbanks Command Data Acquisition Station in Fairbanks, Alaska, with proposals due June 9, 2026. This is a 100% Total Small Business set-aside; the source identifies the acquisition as restricted to women-owned small businesses (WOSB).
Place of performance is Fairbanks, AK. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is 4410, Industrial Boilers. The base period of performance is twelve months from contract award, with a target delivery date of May 31, 2027.
The procurement requires replacement of a circa 1980 Eclipse Hydronic Boiler in the Facilities Building with a new Burnham V905A or government-approved equal (646,000 BTUH) and replacement of a 2017 boiler in the Powerhouse (871,000 BTUH) with BAS integration into the existing SIEMENS Desigo system. Both boilers must be configured for lead/lag operation with automatic load shifting upon failure to ensure 24/7/365 operational redundancy. The contractor must assume the failed boiler contains asbestos-containing materials and price disposal accordingly; presence of hazardous materials is not a differing site condition. All equipment must meet 2025 ASME BPVC standards. Work is restricted to normal business hours (0700–1530 Monday–Friday), with government support for 10-hour work days permitted. A site visit was conducted May 21, 2026; facility drawings and 30 official government Q&A responses are attached.
Contractor must submit a Bid Bond of 20% of quoted price with the proposal; Performance and Payment Bonds of 100% of the awarded price are required post-award. All contractor personnel must meet security clearance requirements and comply with NESDIS facility access protocols. Evaluation criteria are technical understanding (BAS lead/lag integration), past performance (CPARS and project profiles), management plan (staging, phasing, Arctic logistics), and price reasonableness. This is a firm-fixed-price contract subject to Davis-Bacon Act wage determinations for Alaska (AK20260001, effective January 2, 2026).
