The contractor must conduct field surveys, provide shop drawings and product data submittals, perform hydrostatic testing at 1.5 times design pressure, execute system cleaning and flushing, provide eight hours of operator training, and deliver Operations & Maintenance manuals. Work is restricted to normal business hours (0700-1500 Monday-Friday) with advance COR coordination required for any off-hours work, system outages, or activities potentially affecting NOAA operations. The total Period of Performance is twelve months from contract award, with expedited completion strongly encouraged to mitigate mission risk during winter heating season. FCDAS Boilers Replacement Performance Work Statement

The PWS provided below makes use of the Divisions and Specifications as identified by the Naval Facilities Engineering Systems Command (NAVFAC) Unified Facilities Guide Specifications (UFGS).

SECTION 01 11 00 – SUMMARY OF WORK
PART I - GENERAL
I-01 NATIONAL ENVIRONMENTAL SATELLITE, DATA, AND INFORMATION
SERVICE (NESDIS)
A Mission – NESDIS provides secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life.
B Critical Operations – Select NESDIS facilities operate 24 hours per day, 365 days per year to command satellites, acquire environmental data, and deliver information products without interruption. Other facilities provide administrative and technical support for mission critical operations.

C Fairbanks Command and Data Acquisition Station (FCDAS), located in Fairbanks, AK, is one of the facilities supporting critical operations for NESDIS.
D The FCDAS campus consists of several buildings and the major ones are the Fairbanks Satellite Operations Facility (FSOF) that houses the datacenter and control room, the Facilities Building that houses the maintenance staff and workshop, and the Powerhouse which serves as the power distribution center for the entire campus.
I-02 PROJECT DESCRIPTION
A The purpose of this project is to secure the services of a qualified contractor to replace two failed and non-operational commercial boilers. One failed boiler is located in the Facilities Building and the other is in the Powerhouse.
B Within the Facilities Building:
1. The existing failed boiler is Eclipse Hydronic Boiler, Model 15 ET-0 (circa 1980), with a capacity of 675,000 BTUH running on No. 2 Heating Oil @ 5 gallons/hour.
2. The boiler to be procured and installed in the Facilities Building shall be a commercial boiler from Burnham Model 905A (rated at 646,000 BTUH and running on No. 2 Heating Oil @ 5.6 gallons/hour) or the Government approved equal.
3. The work in this building shall also include changing the orientation of a working boiler (Burnham, Model V905A rated at 646 BTUH), about 180 degrees rotation so that its service and maintenance activities can be performed with ease.
C Within the Powerhouse:
1. The existing boiler is a Burnham Boiler, Model 4FHW.127A.50.0PF, with a capacity of 871,000 BTUH running on No. 2 Heating Oil @ 7.3 gallons/hour.
2. The replacement boiler shall also be from Burnham with similar capacity and characteristics or the Government approved equal.
D The contractor must account for and consider the narrow entry and pathways for bringing in and maneuvering new boilers into the intended spaces and removing the failed boilers. Too wide of a boiler will be difficult/impossible to get into place.
E The Contractor shall procure and install new boilers and associated components to work with the existing systems within each building.
F The work shall involve, at a minimum, system isolation, demolition and disposal of the existing non-operational boilers, procurement and installation of new boilers, mechanical systems tied to the boilers, electrical and control wiring and integration with existing Building Automation System (BAS). The boiler control systems in each facility shall be configured for lead/lag operation to ensure balanced runtime and system redundancy.
G The new boilers shall undergo formal testing, start-up and commissioned for operation.
H The contractor shall also provide Operation and Maintenance (O & M) Manuals for the new boilers as well as O & M Training.
I The contractor shall phase all work to ensure that the single operational boiler in both the Facilities Building and the Powerhouse remains fully functional at all times.
L The contractor must provide proof that all pressure vessels are manufactured and stamped according to the 2025 ASME BPVC.

I-03 EXISTING CONDITIONS
A Both the Facilities Building and the Powerhouse have two boilers each which serve the building needs as the primary and back-up boiler. Each building has lost one of these boilers.
B The Facilities Building is currently operating on a single boiler with zero backup.
C Similarly, the Powerhouse is currently operating on a single boiler with zero backup.
I-04 COORDINATION
A All activities, tasks, and evolutions shall be coordinated with the project COR, or their designee, in advance of the action.
B The COR is:

I-05 PLACE OF PERFORMANCE
A The Contractor shall perform work under this contract at the following NESDIS location(s):
1. NESDIS Fairbanks CDA Station (FCDAS)
1300 Eisele Road Fairbanks, AK 99712
I-06 PERIOD OF PERFORMANCE
A The total Period of Performance (PoP) for this contract shall be twelve (12) months from the date of award. However, given the critical loss of redundancy at the FCDAS Facilities Building and Powerhouse, the Contractor is required to prioritize submittals and mobilization to restore heating capacity as soon as possible. Expedited completion is highly encouraged to mitigate mission risk during the winter heating season. All project work is to be completed within the Period of Performance.

SECTION 01 14 00 – WORK RESTRICTIONS
PART I - GENERAL
I-01 SECURITY REQUIREMENTS
A All Contractor employees, including consultants, manufacturer’s technicians, subcontractors, subcontractors' employees, suppliers, and suppliers' employees are required to comply with Government, NESDIS, and site security requirements regarding personnel, vehicle, and equipment security badges, passes, and access to the jobsite.
B Nothing in the contract is to be construed in any way to limit the authority of the FCDAS Station Manager to prescribe new, or to enforce existing security regulations
2/23/26 4 governing the admission or exclusion of persons and the conduct of persons while on the site, including but not limited to, the rights of search of all persons or vehicles on the site.
C The contractor shall coordinate with the COR for project specific security and access requirements.
D Personnel on this task will not have local or network access to any non-public Department of Commerce Information Technology resources.
E Restriction on Disclosure of Information
1. All contractor, subcontractor, and suppliers associated with this contract must comply with the following:
(a) Do not publicly disclose any information concerning any aspect of the materials or services relating to this contract, without prior written approval of the Contracting Officer.
(1) Do not disclose or cause to be disseminated any information concerning the operations of the activity's security or interrupt the continuity of its operations.
(b) Do not disclose any information to any person not entitled to receive it. Failure to safeguard any classified information that may come to the contractor or any person under the contractor’s control, may subject the contractor, the contractor’s agents or employees to criminal liability under 18 U.S.C., Sections 793 and 798.
(c) Direct inquiries to the COR for resolution of all inquiries, comments or complaints arising from any matter observed, experienced, or learned as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information.
(d) Coordinate photography requirements with the COR. Some areas restrict or prohibit photographing Government property.
2. Deviations from or violations of any of the provisions of this paragraph, will, in addition to all other criminal and civil remedies provided by law, subject the contractor to immediate termination for default and withdrawal of the Government's acceptance and approval of employment of the individuals involved.
I-02 SITE ACCESS, PASSES, AND WORK HOURS
A The Contractor shall schedule all onsite work with the advanced approval of the COR.
Contractor personnel shall not enter NESDIS building(s) without prior approval of the
COR.
B Prior to accessing the site, the Contractor shall provide the COR with the names of all personnel requiring access. The Contractor shall update the list of personnel for the Contractor and subcontractors as needed when personnel changes.
C While on NESDIS premises, Contractor employees must conduct themselves in a proper, efficient, courteous, and businesslike manner. The Government reserves the right to remove from the site any individual whose continued presence is deemed by the COR to be contrary to the public interest or inconsistent with the best interests of National Security.
D Access to NESDIS Facilities

1. All contractors, both long-term and short-term, entering the facility must have Government issued valid picture identification.
2. Contractor access to the project work-site within NESDIS locations shall be through the Main Entrance to the facility. A guard at the Main Entrance will check each person’s identification before determining whether to issue a pass for working in the building.
3. The contractor shall keep the existing buildings and their contents secure at all times, and shall provide temporary closures as required to maintain security. Contract personnel will not be permitted in security-regulated buildings or areas unless cleared by the site security personnel.
4. With advanced coordination, the contractor will have access to a building elevator to deliver components to the work area, as needed.
5. All contractors shall be escorted at all times while on NOAA premises.
E Contractor Employee Site Access Badges and Passes
1. All contractor employees and representatives performing work under this contract are required to be either United States citizens or documented legal residents.
Verification of the personnel status is the responsibility of the prime contractor.
2. Contractor designated supervisors may obtain the required Government issued badge.
3. All non-badged contractor employees must obtain the required visitor pass for access to the site.
4. All personnel are required to visibly wear the Government issued badge or pass over the front of their outer clothing.
5. All contractor personnel without a Government issued badge shall be escorted by the designated, badged personnel.
6. Contractor’s failure to obtain required security access badges and/or passes is not an acceptable cause for a contract performance time extension.
7. The contractor is required to immediately turn in all terminated employee's badges or passes to the issuing office.
F Contractor Vehicles
1. All vehicles must display a valid state license plate and safety inspection sticker, if applicable, and must be maintained in safe operating condition.
2. All vehicle drivers must obtain the necessary vehicle pass before the vehicle gains access to the site. Proof of valid insurance may be required before a vehicle pass is issued.
3. The company name must be displayed in a clearly visible manner and size on each contractor vehicle used in the course of work.
4. Availability for parking onsite for contractor vehicles varies by NESDIS location.
Parking requirements shall be coordinated with the COR prior to arrival at the work-site.
G Normal Working Hours

1. The contractor shall perform work at the designated locations only during the normal working hours of 0700-1500, Monday thru Friday, except Federal holidays or when the Government building/facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
2. Any changes to the Normal Working Hours must be approved in advance by the
NESDIS COR.
3. A request to work off hours must be submitted in writing to the COR by the contractor five (5) working days in advance of the requested visit. Submission of identifying information for all personnel expecting to work off hours may be required by security to access the facility. If required, this information will be submitted with the request.
H Critical Weather Days (CWDs)
1. The National Weather Service (NWS) may declare a CWD for a tornado, severe weather outbreak, major precipitation event, cyclone, national special security event, or other circumstance, actual or threatened. When a CWD is declared, NESDIS facilities take all necessary steps to mitigate risk for timely performance of satellite command and data acquisition operations.
2. In the event there is a declaration of a CWD, no work that can potentially impact NESDIS operations may be performed.
3. To protect NESDIS operations, management may prohibit Contractor work at the identified location(s) on CWDs.
4. If the extent of the work proposed by the contractor is deemed benign by NESDIS management, the contractor may request that the COR submit a waiver request for approval to allow this work to proceed.

I NOAA Operations – If at any point the contractor’s onsite work is determined by the COR to interfere with NOAA Operations, the contractor shall cease onsite activity and reschedule the work with the COR.
J Federal Holidays – The Contractor is not permitted to perform work at the Government site on:
1. New Year’s Day 2. Martin Luther King Jr.’s Birthday
3. President’s Day 4. Memorial Day
5. Juneteenth 6. Independence Day
7. Labor Day 8. Columbus Day
9. Veteran’s Day 10. Thanksgiving Day
11. Christmas Day
I-03 IT SECURITY
A IT Security Requirements for Low Risk Contracts, v8
1. The contractor must comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 2010). CAR 1352.239-72, section (d) includes the DOC IT Security Program Plan, the NOAA IT

Security Manual, and the NESDIS IT Security Handbook. The contractor must also comply with FAR Clauses 52.204-21, 52.224-1, 52.224-2 and 52.239-1.
2. Contractor personnel will be screened in accordance with the requirements for Low Risk contracts as specified by CAM 1337.70 section 2.2 (October 2015); specifically, in accordance with CAR 1352.237-71, Security Processing Requirements—Low Risk Contracts (April 2010). Any access by contract personnel who are Foreign Nationals must be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010).
3. The contractor must submit security forms required by CAR clause 1352.237-71 at least two (2) weeks prior to each new contract employee’s start of work so that the NOAA staff has sufficient time to process requests for background checks, NOAA badges, and network access.

I-04 FIELD SURVEYS
A The contractor shall perform onsite investigative activities as needed to fully verify existing conditions and ensure finished, professional products are provided to the Government in accordance with project goals and contract requirements.
1. Field surveys shall be reflected in the project schedule.
2. The contractor shall coordinate with the COR to schedule the site visit.
3. The purpose of the site visit and areas to be surveyed must be identified in advance, particularly the need for any invasive surveys.
4. Survey personnel must meet the security requirements to gain access to the site.
5. All visiting personnel shall conduct themselves in a professional manner.
B Survey Restrictions
1. Contractor shall clearly identify the need for any invasive surveys, such as entering power panels for hand tool meter reading, entering raised floors in data centers, entering ceiling plenums, opening mechanical equipment covers, etc.
2. No destructive investigation techniques are permitted.
I-05 GENERAL REQUIREMENTS FOR CONSTRUCTION WORK
A All work shall be performed in a neat and workman like manner.
B Contractor shall perform clean up on a daily basis.
C Contractor shall provide the COR with a daily report to identify personnel on site, work performed, schedule impact, summary of next day’s work, and any other items pertinent to daily work performance and scheduling.
D Contractor shall remove all project related waste material from the premises and dispose of off-site in accordance with applicable state, federal, and local regulatory requirements. Recyclable materials shall be subject to agency recycling program requirements.
E All construction, fabrication, and installation shall conform to the latest locally adopted editions of the IBC, IMC, IEC, NFPA, OSHA, and any federal state and local codes, regulations, standards and ordinances where governing agencies have jurisdiction.

Such applicable codes, are those which are in effect at the time the project contract is awarded.
F Limits on the use of noise generating equipment:
1. Contractor shall not perform grinding or loud cutting during normal business hours that are considered by the Government to be disruptive to NESDIS operations.
2. If noise generating equipment is required to complete the work, the Contractor shall coordinate with the Government to perform the work outside normal business hours, at no additional cost to the Government.
G All work performed shall be consistent with manufacturer’s recommendations for materials installation and equipment operation.
H The activities identified above summarize major efforts and are not considered exhaustive. Contractor shall perform additional activities as needed to ensure finished, professional products are provided to the Government to meet the intent of this PWS.
I-06 PROTECTION OF GOVERNMENT PROPERTY
A Take special care to protect Government property. All existing structures, furniture, carpet, equipment, and utilities shall be protected against damage.
B Return areas damaged as a result of any contractor activities under this contract to their original condition at no additional cost to the Government.
C In addition to FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements, perform the following:
1. Perform project work requirements in such a manner as to prevent injury to personnel or damage to any portion of the existing work or facilities that remain.
2. Repair or replace portions of existing work altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
I-07 TOOLS & EQUIPMENT
A The Contractor shall provide all necessary tools or equipment required to access locations at the site and perform their work activities.
B The Contractor shall not rely on the availability of any tools or equipment normally expected or assumed to be onsite.
C Tools and equipment include manual or powered hand tools, ladders, lifts, measuring devices, or similar items.
D Contractor personnel shall be equipped with the required Personal Protection
Equipment (PPE) when performing project tasks.
I-08 SYSTEM AND EQUIPMENT OUTAGES
A Absolutely no outages to system or equipment operations are permitted without prior coordination and approval from the COR.
B A system or equipment outage entails removing the system or equipment from its normal operation cycle. Outages entail a loss of power, water, telecommunications, or
2/23/26 9 environmental control over cooling, heating, and ventilation resources. Outages may range in scope from a single circuit, or line, to shutdown of a site-wide system.
C The contractor shall indicate any requested outages in their project schedule submittals, per Section 01 33 00 – Submittal Procedures. Outages shall be scheduled to minimize risk to NOAA operations.
D A written request for any outage shall be submitted by the contractor to the COR and NESDIS site manager using the Utility Outage Request form provided as an attachment to this PWS (see Section 01 11 00 – Summary of Work).
E To arrange government support for outages, the contractor must describe the required outages to the COR and NESDIS site manager in sufficient detail for them to determine the Government planning and manpower required to support the outage event.
F Request for an outage shall be submitted in accordance with the project schedule, as coordinated with the COR.
G The Contractor is responsible for any delay resulting from an outage request that is submitted incomplete, uncoordinated, or after the due date.
H NESDIS authorization of an outage may be rescinded based on a change in risk, which may result from NCEP CWD declarations, extreme weather forecasted at the project location, failure of a primary or backup system which could be needed during the outage, and emergencies which make necessary personnel or supplies unavailable.

SECTION 01 20 00 – PRICE AND PAYMENT PROCEDURES
PART I - GENERAL
I-01 SCHEDULE OF PRICES
A Submit a schedule of prices which shall break out all costs as presented in the pricing proposal. When applicable, cost values may be preliminary for construction activities until the design is developed.
B Include a detailed breakdown of the contract price with quantities and unit prices for each work activity or definable feature of work. Include general conditions, profit, and overhead costs within the unit prices. Separate design and construction costs, when applicable.
C The Contractor may invoice for bonds once the Government has approved the bonds, however, no other requests for payment will be processed without an approved schedule of prices and a baseline schedule.
I-02 CONTRACTOR INVOICES
A The Contractor must submit payment requests electronically through the U.S.
Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests to the Government. The IPP website address is https://www.ipp.gov. "Payment https://www.ipp.gov/
2/23/26 10 request" means any request for contract financing payment or invoice payment to the Contractor.
B To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR52.232-27(a)(2)).
C Supporting documents required by the Contracting Officer must be included as attachments to payment requests submitted through the IPP.
D If the Contractor is unable to comply with the requirement to submit payment requests through the IPP due to a threat to national security; a matter of unusual or compelling urgency; or because the political, financial, or communications infrastructure of a foreign country does not support access to the IPP, the Contractor must request an exception in writing. Contact the Contracting Officer for more information about requesting an exception.
I-03 PAYMENT
A Once the contractor's invoice is received by the Government, the COR will have 30 days to review and decide whether to approve or reject it.
1. If the COR rejects the invoice, the Government's 30-day period to review/approve the invoice restarts once the corrected invoice is received by the COR.
2. If the COR requires a corrected invoice, the corrected invoice must have the new date that the Contractor resubmits the corrected invoice to the COR.
B Payment will be made on Contractor's submission of itemized requests and will be subject to reduction for overpayments or increased for underpayments from previous payments. The Government may withhold payment or reduce payments for the following:
1. Defects in material or workmanship.
2. Claims the Government may have against the Contractor under or in connection with this contract.
3. Contractor's failure to submit an updated schedule.
4. Payroll violations.
5. Unless otherwise adjusted, repayment to the Government upon demand for overpayments made to the Contractor.

SECTION 01 30 00 – ADMINISTRATIVE REQUIREMENTS
PART I - GENERAL
I-01 PROPOSAL
A Pre-Proposal Site Visits
1. The Contractor may request a site visit prior to submitting their proposal. The
Government requires at least five (5) working days of advance notice to schedule a site visit.

2. During the site-visit, the Contractor shall evaluate project requirements and field-verify any estimates provided by the COR to complete the project and inform the COR of any significant variance from the Government’s scope.
B The Contractor’s proposal shall include the following:
1. Detailed description of the equipment and components being provided.
2. Detailed description of the services being provided, including the technical approach to accomplish each phase of work.
3. Summary description of the materials being provided.
4. Professional certifications for proposed staff performing any work where certifications are required.
5. Current Federal security clearances or badges held by any Contractor employees who will be working on site.
6. Detailed description of any and all materials and services that are required to complete the project scope, independent of what is highlighted in this performance work statement.
C The pricing proposal shall include all costs to complete the scope of work and to accomplish all work required under this contract, and each type of cost such as materials, labor, and other costs (for example overheads and travel) shall be clearly broken out.
I-02 SUPERVISION
A Provide the name of the prime contractor’s manager who is authorized to act for the contractor and will serve as the main point of contact for coordination with the NESDIS COR on this project.
B Provide the name of the prime contractor’s alternate point of contact when the designated manager is unavailable.
C Provide a list of the key personnel for the contractor and subcontractors including their role, company, address, and telephone numbers to support project coordination. Any role or position that requires a license or certification shall be included in the list.
I-03 REQUIRED MEETINGS
A The Contractor is responsible for holding required meetings, recording action items and decisions, and providing meeting minutes, as coordinated with the COR.
B Post Award Kick-off Meeting (PAK)
1. Upon award of the contract, the Contractor shall coordinate with the COR to schedule the PAK within three (3) weeks of the NTP.
2. The Contractor shall hold the PAK with the COR to discuss their approach to the project, schedule of major actions and milestones, site access and storage requirements, project safety items, and any other issues impacting project success and contractual obligations.
3. The Contractor's, and their subcontractor(s)’s, key personnel must attend the PAK meeting, including any contractor roles specifically defined within the project scope.
4. During the PAK meeting, the Contractor must propose and gain acceptance for any critical path work activities requiring advance submittal(s) and approval.

5. The project team must develop a mutual understanding relative to the approved proposal, safety program, environmental requirements, quality control procedures, and project schedule.
C Project Progress Meetings
1. The Contractor shall periodically hold meetings to report the project progress, as coordinated with the COR.
D Submittal Review Meetings
1. As a part of each submittal, the contractor shall schedule a review meeting to discuss Government comments.
2. Attendees will include key contractor personnel and Government personnel identified by the COR.
E Pre-Construction Conference
1. Prior to construction or demolition, meet with representatives of the Contracting
Officer to discuss and develop mutual understanding relative to administration of the safety programs, environmental issues, safety of building occupants and surrounding area, hazardous materials, waste disposal, construction QC procedures, construction schedule, labor provisions and other construction phase contract procedures.
I-04 CONSTRUCTION
A Product data for all parts and materials to be used in construction must be submitted and gain Government approval prior to their use in construction.
1. The contractor may identify the product data and material submittals provided as part of the basis of design to meet and expedite the construction submittal process requirements.
2. The contractor shall identify any products and materials that are included in the basis of design, but have not been selected for construction, and the reason these items were not selected.
B Government approval of the submissions for parts and materials must be provided prior to the contractor using these parts and materials on the project.
C Government approval of any design change or variation is required before construction can begin on the work included in that design change or variation.

SECTION 01 33 00 – SUBMITTAL PROCEDURES
This specification identifies the required procedures for contractor submissions to the government and the items required to be submitted.
PART I - GENERAL
I-01 SUBMITTAL GUIDANCE
A The contractor shall provide required project information as submittals to the COR for review and approval.

B The prime contractor is responsible for the quality and accuracy of all submittals, including those generated by their subcontractors.
C Submittal Register
1. The contractor shall provide a project submittal register, which will include a list of planned and transmitted submittals for the life of the project.
2. For a resubmission, add alphabetic suffix on submittal description, for example, submittal 18 would become 18A, to indicate resubmission.
D When submittals are provided by a subcontractor, the prime contractor is to prepare, review, and stamp with contractor's approval all subcontractor submittals prior to submitting for Government approval.
E Transmittals
1. Provide submittals with a transmittal coversheet, as coordinated with the COR and standard for the project.
2. Multiple submittals may be included in a single transmittal.
(a) Provide a title sheet with each submittal.
(b) Information on the title sheet shall uniquely identify the item being submitted.
(c) Include the submittal number and description as provided in the project submittal register.
(d) List the contents of the submittal.
3. Each transmittal shall include the following information:
(a) Project title and location.
(b) Contract number.
(c) Date of the drawings, documents, and revisions.
(d) Name, address, and telephone number of the contractor, supplier, manufacturer, and any subcontractor associated with the submittal.
(e) Section number of the specification by which submittal is required.
F Submittal Formats
1. Provide submittals on ANSI A (8 ½ by 11 inches) paper as the standard for most documents.
2. Provide full-size drawings on ANSI D (22 by 34 inches) and half-size drawings on
ANSI B (11 by 17 inches), unless otherwise coordinated with the COR for specific submittals.
3. Prepare drawings to accurate size, with scale indicated, unless other form is needed.
Drawings must be of sufficient quality suitable for reproduction.
G Submittal Files
1. Files submitted for review may be provided as PDFs.
2. The source files for all submitted documents shall also be provided in their native format, such as AutoCAD, MS Word, and MS Excel.
H Submittal Quantities

1. Electronic Submittals – Where practicable and in coordination with the COR, submittals may be transmitted electronically, in lieu of hard copies, using a distribution list coordinated with the COR.
2. Hard Copy Submittals – When electronic submittal is impracticable, provide three (3) copies of the submittal items for review and approval by the COR.
I In advance of being used or implemented on this project, the product data for any equipment, parts, or materials must be submitted and approved by the COR.
J Thoroughly review each Division and Section of this PWS to identify all required submittals for this project.
I-02 PROJECT SCHEDULE
A A project schedule is a required submittal and shall be updated periodically.
B The contractor shall provide a schedule of project activities for the entire period of performance as coordinated with the COR.
C The project schedule shall show the definable features of work and shall include items such as site visits, project milestones, submittals, Government review periods, material/equipment deliveries, system and equipment outages, inspections, testing, startups, demonstrations, placements in service, and closeout activities, as applicable.
D No onsite activities shall be performed during a timeframe that, in the opinion of the COR, would negatively impact NOAA daily operations.
E The project schedule shall be comprehensive. The level of detail shall be determined by the COR and shall be suitable for coordinating project activities and deliverables with the site.
F Provide the project schedule as a Gantt Chart using a project management software package. Deliver the schedule as a PDF file and in the native file format for the chosen software.
I-03 LABOR SUBMITTALS
A The Contractor shall submit copies of the appropriate licenses and certifications to demonstrate personnel proposed to perform any type of service that requires minimum professional qualifications in accordance with building codes or other applicable professional standards are fully qualified to perform these services.
I-04 WARRANTIES
A The contractor shall warrant that all products and services provided shall be free from defects in manufacture, materials, and workmanship for at least one (1) year from the date of Government acceptance of the completed project.
B The contractor’s warranty shall also include coverage of all products and services provided by their subcontractors, consultants, or other entities used by the contractor to complete this project.
C After installation of products and materials, the contractor shall submit all documentation to support the manufacturer’s warranty in accordance with the manufacturer’s warranty requirements, and apply for said warranty on behalf of the Government.
D Manufacturer warranties shall be provided at no additional cost to the Government.

E Provide an index of all warranties, including the make, model, and serial number of items covered, start and stop date of the warranty coverage, warrantor’s contact information, and any other related information as applicable.
F Provide copies of the contractors’ and manufacturers’ warranties and associated registration information.
G If the manufacturer of any products or materials provided by the contractor offers a longer warranty, the contractor shall maintain current status with the warranting manufacturer, including all training requirements, for the duration of the contract.
H During the warranty period, the contractor shall correct any defective products or workmanship provided under this contract within one week of being notified of an issue by the Government, at no cost to the Government.
I-05 CONSTRUCTION SUBMITTALS
A Construction submittals shall be indicated on the project submittal register.
B Preconstruction Submittals
1. Certificates of insurance.
2. Surety bonds.
3. List of proposed subcontractors.
4. List of proposed products.
5. Construction progress schedule.
6. Construction submittal register.
7. Schedule of prices or earned value report.
8. Quality Control and Commissioning Plan.
9. Health and Safety Plan. Refer to EM 385-1-1 Safety and Health Requirements, released by the USACE, 2024 Revision.
10. Environmental Protection Plan (EPP).
11. Lift Plan.
C Shop Drawings
1. Drawings, diagrams, and equipment schedules specifically prepared to illustrate a portion of the work.
2. Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.
3. Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.
4. Prepare shop drawings using ANSI standard paper sizes, except when full size patterns or templates are needed.
D Product Data
1. Provide the product data for any equipment, materials, or systems selected for incorporation into the final work.

2. Provide catalog cuts, illustrations, schedules, diagrams, performance charts, manufacturer’s instructions, factory test reports, certificates of industry compliance, and brochures illustrating size, physical appearance, and other characteristics of materials or equipment for some portion of the work.
3. Collect required data submittals for each specific material, product, unit of work, or system into a single submittal and marked for choices, options, and portions applicable to the submittal. Mark each copy of the product data identically. Partial submittals won’t be accepted unless coordinated with the COR and forecast in the submittal register.
4. Indicate each product being submitted and identify the specification section number and the paragraph number to which it pertains. Include the manufacturer's name, trade name, place of manufacture, and catalog model or number on product data.
5. Submit manufacturer's instructions prior to installation.
6. Provide samples of warranty language.
7. When necessary product data does not exist, provide supplemental material prepared for the project to satisfy submittal requirements for the missing product data. Identify this material as developed specifically for project.
8. Where equipment or materials are specified to conform to industry and technical society reference standards of the organizations submit proof of such compliance.
Technical societies include, for example, the American National Standards Institute (ANSI), ASTM International (ASTM), National Electrical Manufacturer's Association (NEMA), Underwriters Laboratories (UL), and Association of Edison Illuminating Companies (AEIC).
9. Present product data and material submittals for each specification section as a complete bound volume. Include table of contents, listing page and catalog item numbers for product data.
10. The contractor identified products, materials, systems, and equipment that are submitted to the Government and accepted by the COR must be used to construct the project.
E Construction Design Data
1. Supplementary calculations, mix designs, analyses or other data pertaining to a part of work that are in addition to, or an update of, the final Government accepted design documents.
F Samples
1. Physical examples of materials, equipment, or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.
2. Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
3. Field samples and mock-ups constructed on the project site to establish standards by which the ensuing work can be judged.
4. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.

G Look Ahead Schedule
1. This schedule enhances daily coordination and must include sufficient detail to alert
NOAA to any possible disruptions or other negative impacts to NOAA daily operations.
2. The Contractor shall provide a 4-week schedule of project activities indicating the present week and next 3 weeks.
3. The look ahead schedule shall be provided to the COR by Thursday of the present week to support coordination of the next week.
H Daily Reports
1. The Contractor shall provide a report at the end of each day documenting the work performed, personnel on site, coordination issues, environmental conditions, and any other industry standard items pertinent to this project.
I Manufacturer's Instructions
1. Preprinted material describing installation of a product, system, or material.
2. Includes special notices and Material Safety Data sheets concerning impedances, hazards, and safety precautions.
J Manufacturer's Field Reports
1. Documentation of the testing and verification actions taken by manufacturer's field representative to confirm compliance with manufacturer's standards or instructions.
K Test Reports
1. Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. Testing must have been within three (3) years of date of contract award for the project.
2. Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.
3. Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.
4. Investigation reports.
5. Daily checklists.
6. Final acceptance and operational test procedures and results.
L Certificates
1. Statements signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements.
Must be dated after award of project contract and clearly name the project.
2. Document required of Contractor, or of a supplier, installer or subcontractor through Contractor, the purpose of which is to improve quality of orderly progression of a portion of the work by documenting procedures, acceptability of methods, or personnel qualifications.
M Closeout Submittals

1. The contractor shall provide all documentation to record compliance with technical and administrative requirements.
2. Record Drawings
(a) The as-built modifications must be accomplished by electronic drafting methods on the design’s AutoCAD drawings to create a complete set of record drawings.
(b) The contractor shall make as-built modifications to the design drawings as required to accurately reflect the actual installation configuration of all products, materials, and systems associated with the project.
(c) Copy initials and dates from the approved design PDF documents to the title block of the record CAD drawings for future reference.
3. Operation and Maintenance (O&M) Data – The Contractor shall provide manufacturer’s Operations & Maintenance documents for all parts, equipment, and systems installed on the project.
4. Source Documents – Provide the source files for the specifications, basis of design, reports, surveys, record model, calculations, and any other contracted documents via a secure electronic file sharing service.

SECTION 01 35 26 – GOVERNMENT SAFETY REQUIREMENTS
PART I - GENERAL
I-01 SAFETY & ACCIDENT PREVENTION
A The Contractor shall provide and maintain work environments and procedures which will:
1. Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities;
2. Avoid interruptions of Government operations and delays in project completion dates; and
3. Control costs in the performance of this contract.
B For these purposes, the Contractor shall:
1. Provide appropriate safety barricades, signs, and signal lights;
2. Comply with the standards issued by the Secretary of Labor at 29 CFR Part1926 and
29 CFR Part1910; and
3. Ensure that any additional measures the COR determines to be reasonably necessary for the purposes are taken.
C Noncompliance Process
1. Whenever the COR becomes aware of any noncompliance with these requirements or any condition which poses a serious or imminent danger to the health or safety of the public or Government personnel, the COR shall notify the Contractor orally, with written confirmation, and request immediate initiation of corrective action.

2. This notice, when delivered to the Contractor or the Contractor’s representative at the work site, shall be deemed sufficient notice of the noncompliance and that corrective action is required.
3. After receiving the notice, the Contractor shall immediately take corrective action.
4. If the Contractor fails or refuses to promptly take corrective action, the Contracting
Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
5. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order issued under this clause.
D The Contractor shall include these requirements in any subcontracts associated with work on this project.

SECTION 01 45 00 –QUALITY CONTROL
PART I - GENERAL
I-01 SUPERINTENDENT
A The Contractor must have a superintendent fluent in English on the job site during all work performance.
B The Superintendent must have a minimum of 5 years of experience as a Superintendent on previous projects of similar size and complexity. The Superintendent may also serve as the Contractor’s Site Safety and Health Officer.
C The Contractor shall provide a Superintendent Resume for the proposed on-site Project Superintendent describing their professional experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed on-site Project Superintendent at any time in order to verify the submitted qualifications.
I-02 SITE SUPERVISOR
A The Contractor shall designate a Site Supervisor who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, or dangerous to employees, and who has authority to take prompt corrective measures to eliminate them.
B The Contractor's Site Supervisor shall closely monitor and supervise all services performed to ensure activities are accomplished safely, on time, and in full compliance with the project's requirements.
C The Site Supervisor shall coordinate with NOAA and GSA to gain access to the work area and perform the work required by the project's scope.
D The Site Supervisor shall lead and document any project walkthroughs as identified in this scope and as coordinated with the COR.
E Any damage by the Contractor shall be corrected to the COR's satisfaction at the Contractor's expense.

I-03 QUALITY CONTROL MANAGER (QCM)
A The Contractor shall designate a QCM. The Site Supervisor may serve as the QCM.
B The QCM shall:
1. Participate in the project meetings and walkthroughs.
2. Ensure that no materials or equipment are used before the submittals are properly approved.
3. Immediately stop any work that does not comply with contract plans and specifications, and direct the removal and replacement of any defective work.
4. Prepare and submit reports as needed to verify the quality of work.
5. Maintain updated as-built drawings on site.
6. Maintain testing plan and log. Ensure that all testing is performed per contract.
7. Maintain deficiency log on site, noting dates deficiency identified, and date corrected.
8. Ensure that all required keys, operation and maintenance manuals, warranty certificates, and as-built drawings are submitted per this PWS.
I-04 CONSTRUCTION QUALITY CONTROL
A Contractor Reviewing, Certifying, Approving Authority
1. The QC organization is responsible for reviewing and certifying that submittals are in compliance with the contract requirements.
2. For each construction submittal package, indicate approval of the submission on the accompanying transmittal coversheet and in the submittal register.
3. The DOR professional stamp on the final design submittal indicates approval of construction submittals combined with the design submittal.
B Constraints
1. Submittals must be complete for each definable feature of work; submit components of definable feature interrelated as a system at the same time.
2. Approval of a separate material, product, or component does not imply approval of assembly in which item functions.
3. Ensure no work is started until all submittals for that work have been "approved" or
"approved as noted” by the Government.
I-05 GOVERNMENT APPROVAL DEFINED
A Submittals marked "approved" by the Government indicate a quality assurance (QA) review has been performed.
B Government review or approval of any portion of the submittal does not relieve the
Contractor from responsibility for meeting the contract requirements or for any error that may exist.
C The Contractor is responsible for ensuring information contained within each submittal accurately conforms with the requirements of the contract documents.
D Government review or approval of a submittal is not to be construed as a complete check.

I-06 FINAL ACCEPTANCE
A The Government’s acceptance of the Contractor’s work shall be contingent on a demonstration of the system by the Contractor to the Government’s representative.
