About this opportunity
The Department of the Navy Naval Sea Systems Command is conducting market research to identify potential contractors for maintenance services on two High Pressure Nitrogen Trailers located at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). The sources sought notice seeks qualified contractors to provide biannual preventive maintenance and up to three unscheduled service calls per year for specific Kelvin International Corp nitrogen trailers. Key contract requirements include providing a manufacturer-trained U.S. citizen technician who can perform detailed inspections, create system backups, and complete all work within twelve months of contract award. The government will evaluate potential contractors based on their ability to provide services consistent with the scope, demonstrate corporate financial and technical resources, implement effective project management, and meet performance-based service acquisition standards. Interested parties must submit their capability statements and organizational information by May 5, 2025, at 8 A.M. Hawaii Standard Time via email to specified Navy contacts.
The procurement currently has no set-aside designation, though the Navy is considering potential small business set-aside options based on market research responses. The maintenance services will be performed on-site at the PHNSY & IMF Nitrogen Shop during normal business hours (6:30 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays). Contractor qualifications include being an Original Equipment Manufacturer (OEM) trained technician who can provide a one-year warranty on all work and comply with strict security and safety requirements. The specific trailers requiring service have serial numbers 300-41247875 and 300-45099952, and the maintenance will involve comprehensive inspections, potential repairs, and adherence to detailed performance work statement specifications. While no specific award value is mentioned, the contract will cover maintenance services for a twelve-month period, with potential for multiple awards depending on market research results.
