Performance Work Statement (PWS)
Pearl Harbor Naval Shipyard And Intermediate Maintenance Facility (PHNSY & IMF)
Maintenance of High Pressure Nitrogen Trailers
Preventive Maintenance Inspection and Remedial Services
1. BACKGROUND:
1.1. Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a
US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US Naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 774 class submarines, surface vessels, and shore based activities in the Pacific.
2. OBJECTIVE & SCOPE:
2.1. The Contractor shall provide a Manufacturer Trained Technician to perform biannual, on-site preventive maintenance, repair services, and include an inspection report for two (2)
High Pressure Nitrogen Trailers.
2.1.1. The Contractor shall schedule two (2) preventive maintenance services per year, with the
Technical Point of Contact (TPOC), and provide an inspection report to validate the visit.

2.1.2. The Contractor shall provide a preventative maintenance schedule within ten (10) calendar days upon receipt of contract, in writing, to the TPOC and the Contracting
Officer’s Representative (COR). See paragraph 3.1.4. for additional requirements.
2.1.3. The Contractor shall respond to three (3) unscheduled service calls per year as required within three (3) days after receipt of notification. Notification of resolution shall be done in writing, within seven (7) days of initial notification, to the TPOC and the COR. An inspection report is required to validate the visit within seven (7) days after visit.
Emergency repair is considered an unscheduled service call.
3. PERFORMANCE REQUIREMENTS:
3.1. Preventive Maintenance: The Contractor shall provide all management, labor, tools, materials, supplies, equipment and transportation to repair and conduct on-site, preventive maintenance service of the two (2) High Pressure Nitrogen Trailers, in accordance with current Original Equipment Manufacturer (OEM) guidelines. The
Contractor shall ensure that the servicing is performed successfully and the High Pressure
Nitrogen Trailers are functioning within manufacturer’s design specifications.
3.1.1. The Contractor shall provide a one (1) year warranty on all work performed. The warranty shall begin on the day all work performed is completed.
3.1.2. The Contractor shall create a complete system backup(s), prior to and after any configuration changes to hardware or software to ensure no loss of data. In addition, all software upgrades, if any, shall be provided by the Contractor, to include applicable software licensing agreements.
3.1.3. Contractor shall authorize only, a U.S. citizen, manufacturer trained technician.
3.1.4. The Contractor shall coordinate with the TPOC to establish a Preventive Maintenance schedule that minimizes impact on shop operations. This shall be done in writing, to the
TPOC and the COR within 10 calendar days upon receipt of contract.
3.1.5. Any remedial repairs identified during the preventive maintenance shall be accomplished, if the completion of the repair is possible during the on-site PM visit. Any repairs outside of the scope of this contract shall be evaluated by the Contractor and brought to the attention of the TPOC and COR. The Contractor shall also provide an estimate including, at a minimum, any labor and/or material costs as well as timeframe for completion of the repair(s). This estimate shall be given to the Contracting Officer for evaluation. Only the
Contracting Officer will have the authority to permit the Contractor to start repair work.
If the Contractor begins work before receiving authorization from the Contracting
Officer, the Contractor does so at their own risk and may not be reimbursed for the cost of the repairs.
3.1.6. Any work that cannot be completed during the on-site visit shall be completed as quickly as possible at no additional cost to the government.
3.2. Reports: The Contractor shall provide an inspection report NO LATER than one (1) week after completion of the service. The report shall detail the nature of the work performed, problems identified during preventive maintenance, remedial repair actions, parts or materials replaced, to include part number and prices, any upgrades or modifications, and an assessment of the overall condition of the equipment. The report shall include the name of the technician, date the service was performed, identification and location of the equipment. If a repair cannot be completed during the on-site visit, the Contractor shall notify the government and provide a report to include the equipment identification, description of the repair needed, the time and costs to accomplish the work.
3.3. Parts: Contractor shall provide a comprehensive list of all replacement parts required to repair the High Pressure Nitrogen Trailers, to include manufacturer part numbers and prices within 3 business days after preventive maintenance inspection. The parts identified, shall be new and not refurbished or reconditioned materials.
3.3.1. Contractor is responsible for the removal and proper disposal of replacement parts and materials. The disposal of replaced parts or materials within PHNSY & IMF is prohibited.
3.3.2. Hazardous Waste and scrap metals shall be transferred to PHNSY & IMF. For specific guidelines, and procedures governing the use and disposal of hazardous material or waste, direct all questions to the government.
3.3.3. The Contractor shall ensure all consumable spare parts are available for possible use under the terms of this contract. The Contractor shall provide a list of critical parts that will be maintained on-island to the government upon award of the contract.
3.3.4. Contractor shall adhere to the guidelines in Appendix I and II.
3.4. Labor, airfare, lodging, rental car, per diem, shall be included. Travel shall be in accordance with current Department of Defense (DoD), Joint Travel Regulations and
Federal Acquisition Regulations (FAR) 31.205-46. Travel receipts shall be provided upon request.
3.5. The Contractor shall remove and dispose of all hazardous waste and scrap metals, to include used lubricants, coolants, and cleaning solutions generated from the service of the equipment in accordance with state and federal law.
3.6. Service Delivery Summary:

4. QUALITY ASSURANCE:
4.1. The Contractor shall be responsible for maintaining and implementing a Quality Control
Plan (QCP), to ensure that the work performed meets or exceeds the requirement of this
PWS, and results in the prevention of potential and correction of actual problems. The
QCP shall address what will be reviewed and shall outline any remedial actions warranted by the review. The QCP shall be implemented upon contract performance.
4.2. The Contractor shall maintain records of reviews and actions taken per the QCP, and shall make such records available to the government upon request.
5. GOVERNMENT FURNISHED PROPERTY:
5.1. The Government will provide all the required amount of electricity needed to perform the preventive maintenance service, tooling and testing of the equipment.
5.2. Locker storage for of consumables, tools and spare parts.
5.3. No other property, utilities, or services will be provided.
6. CONTRACTOR QUALIFICATIONS:
6.1. The Contractor shall be an authorized, Original Equipment Manufacturer (OEM) trained, certified technician, not a sub-contract technician, to troubleshoot, repair, and perform preventive maintenance service on the Two High Pressure Nitrogen Trailers.
6.2. In accordance with current Department of Defense and Homeland Security requirements, performance of all work under this contract is restricted to U.S. citizens and U.S.
nationals only. The Contractor shall provide proof of this requirement upon request by the government.
6.3. Contractor personnel shall clearly identify themselves as a Contractor (e.g. company shirt, pin, visible company identification, in a visible location on the front exterior clothing and above the waist except when safety or health reasons prevent such placement) as to who the person is. Identification badges shall be worn at all times when travelling to work site and while performing work.
6.4. Work will be performed on-site at PHNSY & IMF. No work on official government holidays.
6.5. The Contractor shall strictly comply with PHNSY & IMF procedures and policies concerning the use and possession of PEDs while working in the Controlled Industrial
Area (CIA). Portable Electronic Devices (PEDs), including pagers, mobile/cellular, telephones (with/without cameras), personal digital assistants/job performance aids, laptops, notebook/handheld computers, digital imagery (still video) devices, analog/digital sound records(e.g. iPods), video game devices, USB devices and devices of similar capability, functionality or design
6.6. Photography and photographic equipment are prohibited at PHNSY & IMF. This includes personal cell phones with camera features. The Contractor is advised that written requests concerning justification and details shall be submitted to the Security Office
(Code 1125) via the TPOC and COR for approval.
7. SECURITY REQUIREMENTS:
7.1. In accordance with current DoD and Homeland Security Requirements, performance of all work under this contract is restricted to U.S. citizens and U.S. nationals only. After contract award, the Contractor shall provide to the POC on company letterhead a request for access of all personnel working on this contract and include the following information: full name, Social Security number, date of birth, and citizenship. The
Contractor shall state that the information has been verified, filed, and available for examination by the Government upon request.
7.2. Contractor personnel must meet the requirements for escorted access to PHNSY & IMF areas. Contractor shall comply with APPENDIX III in paragraph 11. Non-compliance with applicable items in APPENDIX III is a material violation of the contract. Should
Contractor personnel receive or suspect they have learned unauthorized sensitive information, they shall identify and immediately report suspicions to the TPOC and COR.
8. CONTRACTOR PERSONNEL:
8.1. The Contractor shall furnish sufficient personnel to perform all work within this performance work statement. Contractor is required to comply with Public Law 105-270, Section 5(2) (A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2) (B), inherently governmental functions include management of Governmental programs requiring value judgements, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2) (C), inherent governmental functions DO NOT include. (i) Gathering information for providing advice, opinions, recommendations, or ideas to Federal Government officials; or (ii) any function that is primarily ministerial and internal in nature.
8.2. Contractor personnel shall not establish an employee-employer relationship with
Government personnel under this contract.
8.3. Contractor shall not provide personal services.
8.4. Contractor personnel will make clear to all individuals they engage with that they are
Contractor employees and not Government employees. When participating and introducing themselves during official events wherein Government, non-Government, or foreign personnel are present, Contractor personnel will identify themselves as employers of the Contractor. Contractor personnel must be clearly identified (i.e., company shirt, pin, visible company ID, etc.) in a visible location as to who their employer is.
8.5. Contractor personnel shall not manage, supervise, or task Government employees or military personnel. Contractor personnel may not make any commitment to non-
Government personnel, including a foreign official, which commits the expenditure of
U.S. Government resources.8.6 Contractor shall adhere to the guidelines in Appendix III.
8.6. Normal business hours of operation are 6:30 a.m. through 3:00 p.m., Monday through
Friday, excluding ALL Federal Holidays. Any work beyond normal business hours, the
Contractor must request authorization from the Contracting Officer before performing work.
8.6.1. After Hours: The Contractor shall provide a Point of Contact (POC) name and phone number, for after hour emergencies.
9. PERIOD OF PERFORMANCE:
9.1. All work to be completed within the twelve months after award of the contract
10. PLACE OF PERFORMANCE:
PHNSY & IMF Nitrogen Shop.
