About this opportunity

The National Institutes of Health Office of Research Facilities intends to solicit qualifications for multiple award indefinite-delivery indefinite-quantity (IDIQ) contracts for Architect-Engineering services, Construction Quality Management, and Commissioning Support Services, with qualifications due by November 24, 2025, at 2:00 PM EDT.

NIH plans to award twelve A/E MATOC contracts (six reserved for small businesses) and five Construction Quality Management MATOC contracts (two reserved for small businesses). The solicitation is procured under the Brooks A/E Act and FAR Part 36.6. Firms cannot be awarded both an A/E MATOC and a CQM MATOC contract, either as prime or subcontractor, to prevent conflicts of interest.

Place of performance spans NIH locations in Maryland, North Carolina, Arizona, and Montana. Work encompasses design and support services for biomedical research facilities, including laboratories, animal care facilities, healthcare facilities, utility infrastructure, and related professional services. Commissioning and Construction Quality Management services include full MEP, building envelope, electrical, and mechanical support.

The total contract ceiling is $400 million with a six-year performance period. Each task order carries a $200 minimum guarantee and $30 million maximum. Small business subcontracting goals are 24.50% overall.

Offerors must register under NAICS code 541330 (Engineering Services), submit five completed relevant projects from the past five years, and provide resumes for key personnel. Proposals consist of completed Standard Form 330s submitted as seven hardcopies plus one electronic copy using a structured notebook format with fifteen tabs. Evaluation focuses on specialized experience, past performance, professional qualifications, capacity to perform, and geographic location. Selected firms will be invited to negotiate; no Request for Proposal will be issued before this initial evaluation. Interviews are anticipated for approximately fifteen of the most highly qualified firms.
