About this file
This document is a Questions and Answers (Q&A) template for the National Institutes of Health (NIH) Fiscal Year 2026 Architect/Engineer (A/E) Multiple Award Task Order Contract (MATOC). The solicitation anticipates awarding twelve (12) A/E MATOC Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and five (5) Construction Quality Management (CQM) MATOC IDIQ contracts covering services in Maryland, North Carolina, Arizona, and Montana. Key details include small business goals of 24.50% overall, with specific subgoals for small disadvantaged, service-disabled veteran-owned, women-owned, and HUBZone businesses. Offerors can submit proposals for either the A/E or CQM MATOC pools, but cannot be awarded both, with the A/E MATOC being evaluated first. The solicitation requires firms to be registered under NAICS code 541330 (Engineering Services), submit five completed projects within the past five years, and provide resumes for specific key personnel including primary principal, senior engineers, and project managers.
The Q&A document clarifies numerous submission requirements, including page limits for various sections, acceptable document formats (such as 11x17 pages), licensing requirements, and past performance documentation. Notably, Cx (Commissioning) and CQM services will include full MEP, building envelope, electrical, and mechanical support services. Key personnel for the CQM MATOC differ from the A/E MATOC, with roles including senior project manager, commissioning authority, cost estimator, scheduler, and construction manager. Firms are restricted from being awarded an A/E MATOC and then participating in the CQM MATOC, either as a prime or subcontractor, to prevent conflicts of interest. The typical review time is 4-8 weeks, followed by interviews, with electronic submissions preferred.

78 Attachment #1 SF330 Notebook Tab Instructions
Tabs 5 - 9 For the SF330 Section F page count, can you please confirm that the "Combined 5 page limit" for the SF330 form is 5 pages per Tab for Tabs 5 - 9 for a total of 25 pages and not a combined total of 5 pages to limit the SF330 form to 1 page per tab.
Confirmed - Five page limit per Project Tab, 5 Tabs, for a total of 25 pages.
79 Page 1 of the solicitation notice states, "In addition to the anticipated twelve (12) A/E MATOC IDIQs, the Government anticipates awarding five (5) Construction Quality Management MATOC IDIQ contracts for commissioning (Cx), Construction Quality Management (CQM), Estimating, technical design reviews, and other professional services of an architectural or engineering nature. The actual number of contracts awarded may be different based on the responsiveness and quality of responses received."
80 Page 1 of the solicitation notice also states "NOTE:
Awardees of the A/E MATOC for design services will not be eligible to receive an award of the IDIQs for Cx, CQM, technical design review and other professional services of an architectural or engineering nature" - this is contradictory to the rest of the solicitation for qualifications that seems to require an AE firm paired with CQM capabilities. This solicitation seems to be written where the AE MATOC and the CQM/CX services are not separate IDIQs but are one and the same overall MATOC. The next sentence down on the solicitation seems to note firms can designate which pool they want to submit to.
Lastly Page 1 notes, “Submitters must designate in their SF 330 if they choose to be considered for both pools of IDIQ awardees, or just one of the anticipated pool of awardees (A/E MATOC or A/E CQM MATOC).”
82 a) Please confirm if there is one AE MATOC to be awarded that contains AE and CQM services, or two separate contract vehicles, an AE MATOC IDIQ and a CQM MATOC IDIQ?
b) Would NIH consider a CQM firm that submits with only CQM / CX standalone services (no AE services) able to be awarded for this contract solicitation? Or must AE services be part of the services offered by all proposal respondees?
c) Moreover, are all contracts intended to be full-service contracts regardless of who the lead firm/practice is (i.e. do all contract submissions and awards require AE, CQM and CX)?
d) Please confirm that a CQM firm can prime any submission, and can also submit and be a part of an AE firm team as a subcontractor in a separate submission.

Section E. Selection Criteria, Criterion 3 -
Professional qualification necessary for satisfactory performance of required services /
Page 10 of the solicitation notice, Criterion 3 notes all key personnel requested for the AE scope of services portion of this solicitation. No CQM key personnel and their requirements are provided.
Refer to Response to Question 7.
There are two separate contract pools. One with anticipated (12) A/E MATOC IDIQs and the other with anticipated (5) CQM MATOC IDIQs.
Offerors can submit proposals for both; however, you can only be awarded one or the other. The AE MATOC will be reviewed first. If a submitter is a subcontractor to a Prime, the submmiter will not be eligible for award of CQM MATOC when that Prime is awarded an AE MATOC task order.
The anticipated (12) A/E MATOC IDIQ will provide traditional Design Services. The anticipated (5) CQM MATOC IDIQ will provide CQM, Cx, Estimating, technical design reviews, and other professional services of an architectural or engineering nature.
This is the intent of the two different IDIQs; 1) AE MATOC (design services) 2) CQM services.
The Government desires the CQM pool to be independent of the AE MATOC (design services) as to not create a conflict of interest.

102 Solicitation Notice Section E, Specialized
Experience, Pg 8
Would the Government consider expanding the past performance experience recency requirement from 5 years to something greater than the POP of the existing MATOC (recommend 7 to 10 years)? Rationale: As the solicitation is currently written, the recency requirement of five years resembles the POP of the existing contract.
It is therefore impossible for non-incumbent firms to show recency with NIH, giving incumbent contractors a distinct competitive advantage over non-incumbents.
Extending the recency recency requirements will diminishes the competitive advantage and increases competition.
The recency requirement will not be changed.
Submitters are allowed to provide commercial and industrial projects from outside NIH with other Government agencies and Non-Government sources.

125 Synopsis / Solicitation B. Contract Information
Section B. Contract Information states: "In addition to the anticipated twelve (12) A/E MATOC IDIQs, the Government anticipates awarding five (5) Construction Quality Management MATOC IDIQ contracts for commissioning (Cx), Construction Quality Management (CQM), Estimating, technical design reviews and other professional services of an architectural or engineering nature. The actual number of contracts awarded may be different based on the responsiveness and quality of responses received. Two (2) awards will be reserved for small business. Submitters must designate in their SF 330 if they choose to be considered for both pools of IDIQ awardees, or just one of the anticipated pool of awardees (A/E MATOC or A/E CQM MATOC)." Submitters must designate in their SF 330 if they choose to be considered for both pools of IDIQ awardees, or just one of the anticipated pool of awardees (A/E MATOC or A/E CQM MATOC)." First, Firms have a preference which IDIQ they would like to be selected for and may even choose to be a sub to a SB on one if they don't win the primary opportunity. The structure of this pursuit with multiple IDIQs under one opportunity does not appear to allow the AE to select which IDIQ they would prefer to have and does not allow an AE to prime one and be a sub on another. How does NIH intend on evaluating this and making their selections?
Refer to Response to Question 92.
127 Synopsis / Solicitation General As the DRM is updated frequently, will the DRM be associated with the MATOC over the 6-year period or will it coincide with each individual task order awarded?
