About this file

This document is a Past Performance Questionnaire (PPQ) for the National Institutes of Health (NIH) Architect and Engineering (A/E) Multiple Award Task Order Contract (MATOC). The PPQ is designed to evaluate contractor performance across five key areas: quality of work, schedule performance, cost control effectiveness, management effectiveness, and overall performance. Contractors are rated using a scale from Exceptional to Unsatisfactory, with references asked to provide ratings and comments for each performance category.

The questionnaire is part of a pre-solicitation process for NIH's FY2026 A/E MATOC, which aims to establish multiple indefinite-delivery, indefinite-quantity (IDIQ) contracts for professional architectural and engineering services. The solicitation will also include Commissioning Support Services (Cx) and Construction Quality Management (CQM) services. Firms are required to submit SF 330 forms for evaluation, and selection will be based on demonstrated competence and qualifications. Completed questionnaires must be emailed to three NIH contacts: Thuy Le, Ana Marie Pagulayan, and Magan Miller.
