About this opportunity

The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for comprehensive cleaning and maintenance of HVAC Air Handling Units (AHUs) and Roof Top Units (RTUs) at Camp Lejeune, North Carolina. The scope of work includes cleaning approximately 50 AHUs in Building NH100 and 4 RTUs in Buildings NH120 and NH121, with specific requirements for coil cleaning, fan impeller removal and cleaning, bearing and belt replacement, filter installation, system balancing, and miscellaneous repairs including a damaged electrical circuit breaker and leaking chilled water line. Only Mechanical MACC (Multiple Award Construction Contract) contractors listed on the General Requirements cover page are eligible to submit proposals, and the three pre-qualified contractors are Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc. The award will be made on a lowest-price basis with a 60-day proposal acceptance period, and contractors must acknowledge receipt of all nine amendments to the solicitation with their proposals, as failure to do so may constitute grounds for rejection. The proposal deadline is February 23, 2026 at 1:00 PM EST, with a Request for Information cutoff of January 30, 2026 at 2:00 PM EST, and a mandatory site visit was held on January 29, 2026.

This solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small businesses among the three pre-qualified contractors. The estimated contract value ranges from $1,000,000 to $5,000,000, with contract completion required within 365 days of award, with Priority 1 and Priority 2 AHUs to be completed within 120 days. Davis-Bacon prevailing wage requirements apply with wage determination NC20260010 effective January 2, 2026, and contractors must comply with Buy American requirements for construction materials and Executive Orders regarding paid sick leave and minimum wage thresholds. Bond requirements are tiered based on proposal value: no bonds for proposals under $35,000, payment bond only for $35,000 to $149,999, and bid, payment, and performance bonds at 20 percent of proposal amount for $150,000 and above. The work will be performed at Camp Lejeune, North Carolina, while the facility remains operational, requiring contractors to minimize interference with normal operations and conduct work during periods of least disruption, with liquidated damages set at $880 per calendar day for schedule delays.
