About this file

This document is Amendment 0009 to solicitation N40085-26-R-9009, issued by NAVPAC Mid-Atlantic on January 26, 2026, with an effective date of February 19, 2026. The amendment extends the proposal due date to Monday, February 23, 2026 at 1300 EST for the AHU Systems project (26-0702). The amendment addresses five key questions and answers regarding Air Handling Unit (AHU) cleaning scope and filter specifications, along with scheduling requirements for critical medical facility areas. Contractors must acknowledge receipt of this amendment prior to proposal submission, with failure to do so potentially constituting grounds for proposal rejection.

The substantive changes clarify cleaning scope requirements, risk allocation for equipment damage during impeller removal, critical scheduling areas, and filter specifications. Critical units requiring special coordination and after-hours scheduling include the laboratory (AHU-33), ICU (AHU-14), Same Day surgery (AHU-10), L&D (AHU-12), and Radiology (AHU-18). For impeller removal, the government will consider case-by-case exceptions for high-risk systems where contractors can successfully clean without removal, provided the contractor notifies the government first for inspection. Items a-f of the cleaning scope apply to all AHUs, while items g-k represent additional specified AHUs. Filter specification questions are directed to Amendment 0006 for MERV ratings, pocket counts, and media types. All other contract terms and conditions remain unchanged.

CONTINUATION SHEET

1. QUESTION: In section 2.1 Part D, the cleaning scope includes the removal and reinstallation of the impeller and shaft on the supply fans and installation of new bearings. Without thoroughly inspecting each unit prior to bid the condition of the shafts and impellers is unknown. Substantial corrosion, oxidation or wear could prevent the components from being removed without damaging them or prevent the reinstallation/balancing of the components after cleaning. If concerns of damaging equipment due to conditions are observed and documented the ability to request change orders for repairs needed prior to moving forward will be requested. Lead times of these components may vary. Will the owner allow deadline extension on any units that are found to have damage and require repairs? If we are to take responsibility regardless of condition we will have to assume worst case scenario.

ANSWER: The risk is understood by the government. If the contractor can successfully completely clean the inside of the fan housing and impeller assembly without removing the impeller for systems that present high risk of success, the government will consider this on a case-by-case basis. Prior to decision on if impeller cannot be removed, contractor shall notify the government, and government will be given the opportunity to inspect.

2. QUESTION: In regards to scheduling can a list of critical units that will require after hours (Nights/weekends) shut downs be provided?

ANSWER: The laboratory (AHU-33), ICU (AHU-14), Same Day surgery (AHU-10), L&D (AHU-12), and Radiology (AHU-18) are critical areas of the medical facility that will require special coordination to maintain operations.

3. QUESTION:

Please let us know which AH hours so we can capture night/weekend work more accurately.

ANSWER: See response to question 2 above.

4. QUESTION: Please provide clarification for 2.1 AHU Cleaning, the contractor shall clean, at a minimum, the following components: item (b) Outdoor air ductwork associated with the wo units on buildings 120 & 121 (barracks).

ANSWER: -f apply to all AHUs within this cope of work.

Items g-k are items that are in addition to items a-f and are the specified AHUs. Item B refers to the screen/louver on the outside of the building for outside air, the ductwork from that point to the AHU mixing box, and any components that exist in that area (dampers, doors, etc).

5. QUESTION: I reached out to out filter company and this is the response that he sent back.

We will need some more information on the single flange, metal single flange and the bag filters.

I have everything else in a quote ready to send. Just need this information.

We would need a good deal more information on these filters to quote them. They would need to provide us with the MERV or efficiency they need these filters to be. Also, for the bag filters, we will need to know the pocket count they need as well as the media type (Synthetic or Fiberglass). For the other filters, we need to know what style they want. The non-bag filters on here could be the ZPAKs or MAGNA (bottom of page two). It is possible that these are VBANK filters as well, as shown in the middle of page three (Puracell VP).

ANSWER: Please refer to Answer to Question 4 on Amendment 0006.

6. All other terms and conditions remain unchanged.
