Naval Medical Center, Camp Lejeune
Project Title: 26-0702 NH100/120/121 Clean HVAC Systems Project Number: 26M002MZ
1.0 Background:. Each AHU has multiple duct connections, including supply air, return air, and outdoor air. Refer to the attached AHUs to be cleaned.
The fan assemblies consist of rigid housing and wheels designed for high-volume air movement, constructed of durable materials intended to withstand demanding operating conditions while minimizing noise and vibration.
1.1 Purpose: The purpose of this Scope of Work is to define the responsibilities and scheduling requirements for cleaning fifty (50) HVAC Air Handling Units within building NH100 and the 4 Roof Top Units at buildings 120/121 at MCB Camp Lejeune. The cleaning priority is noted below.
Work Plan - Contractor shall prepare and submit a Draft Project Work Plan which will include: 1) project organization, personnel, and management, 2) technical approach, 3) coordination procedures, 4) activity schedule, 5) quality assurance and quality control procedures, and 6) a description of the primary activities that will contribute to the successful execution. Contractor will incorporate comments from NAVFAC the NAVMEDCEN into the Work Plan and submit the Final Work Plan within 10 days of receiving comments.
SSHP/ HASP - The Contractor shall develop a Site-specific Safety and Health Plan/ Health and Safety Plan (SSHP/ HASP) in accordance with 29 CFR
1910.120 and EM385-1-1. The plan shall define emergency procedures, discuss any site hazards that could be encountered during execution of this performance work statement, address accident prevention, and present appropriate action levels for potential contaminants to be encountered. When completing the Safety Plan follow the guidelines and checklist in the most recent revision of the EM- 385-1. The Contractor shall submit the draft SSHP for review within 30 days of the award. Submittal will include the checklist and the plan. The Contractor shall not conduct any on-site activities until all review comments are resolved and the final SSHP is approved and finalized.
1.2 In-Progress Review Meetings. The Contractor shall coordinate weekly IPR meetings with MCB Camp Lejeune and DHA-FE personnel. Objectives of the meetings are to discuss findings, review comments and address issues pertinent to the contract activities and report status of deliverables.
1.3 Confirmation Notices. The Contractor shall provide a record of all discussions, verbal directions, telephone conversations, and other communications participated in by the Contractor and/or his representatives on matters relative to this Task Order (TO).
1.4 The Contractor shall prepare minutes of all meetings connected with this Task Order and provide copies to the PM and COR within 7 days of the meeting in the form of a Confirmation Notice.
2.0 General Requirements – HVAC AHU System Cleaning
All work shall be phased. Prior to any work starting, contractor shall coordinate with Medical Facility leadership team and HVAC Mechanical Staff to prioritize AHU and develop phasing plan.
2.1 AHU Cleaning
The building 100 HVAC system contains fifty air handling units (AHUs). Buildings 120/121 HVAC systems contain 4 (two per building) roof top units (RTUS). This scope of work requires the Contractor to perform comprehensive internal cleaning of the AHUs/RTUs, including supply fans, associated dampers, and in-line return air fans suspended from the slab. Cleaning will include the interior fan housing.
The Contractor shall clean, at a minimum, the following components:
a) Cooling and heating coils, supply fans, return fans, filter frames, motors, condensate drain pans, dampers, duct connection canvases, internal supports, and casings.
b) Outdoor air ductwork associated with the AHUs, including damper, access doors, mixing box.
c) Drain piping connected to AHU condensate pans.
d) Cleaning will include removal of supply fan impeller, cleaning of the interior fan housing, installation of cleaned impeller/shaft, and installation of new bearings, and balancing of system after re-assembly. Be careful not to damage equipment, if damaged during cleaning it could impact performance and contractor is responsible for damage to components.
e) Vacuum all interior sound attenuation and/or insultation material. Seal the material with coating product to prevent breakdown, microbial growth, and/or entry into air stream.
f) Wipe clean flex transition material.
g) For Building 120/121 RTUs, clean the corroded inlet cones on the fan assemblies.
h) For Building 121 RTU-2, repair the leaking chilled water line on roof.
i) For Building NH100 AHU-29, the fan assembly has already been cleaned, remainder of AHU is to be cleaned in this contract.
j) For Building NH100 AHU-44 (Lighthouse Café), contractor shall replace the existing damaged electrical circuit breaker with appropriate sized replacement.
k) For Building NH100 AHUs 4, 5, 6, 7, 8, and 12, properly comb the bent coil fins restricting airflow.
Note: Items a-f apply to all air handlers within this scope of work.
Cleaning methods may include vacuuming, brushing, wet chemical cleaning, and other NADCA-approved techniques. Mechanical power brushing or equivalent methods may be used to dislodge adhered particulate matter, provided the most stringent applicable criteria are met and damage to the integrity of the systems is not incurred.
Chemical Use
• Provide safety data sheets (SDS) to Infection Control and Safety Manager for all antimicrobials, detergents, or chemicals (e.g., FOSTERS 40-20, SPORICIDIN).
