To All Offerors,
Attached are Questions & Answers (Q & A) derived from the pre-solicitation conference that was held back on 27 March 2019. Additionally, we have attached a revised drawing package for the manufacturing and production of the Next Generation All Aluminum Air Cargo Pallet (463L Air Cargo Pallet, NSN 1670-01-670-0637). Several changes have been made to the drawings, most notably the width of the extrusion, an increase in the number of welds required and the number of panels per pallet. Please review thoroughly and submit all comments and/or questions to either Timothy (Tim) G Hudson at timothy.hudson@us.af.mil or Melissa Broaddus at melissa.broaddus@us.af.mil within 10 calendar days.

The draft RFP and attachments are presently listed in FBO. Interested contractors should be reviewing the package and submitting questions NOW. All questions will be addressed either via FBO and/or at the Pre-Solicitation Conference.
The Pre-Solicitation Conference will be held on 27 March 2019 from 0800-1630 at the Veterans Education Career Transition Resource Center (VECTR), 1001 S. Armed Forces Blvd, Warner Robins, GA 31008, Rooms 144 & 145. The same location and times have been reserved for 28 March as a back-up date.
All contractors must provide advance notice for conference attendance. If you wish to have a one on one meeting with the Government, you must submit in your name(s) by 22 March 2019. Please email or call either Melissa Broaddus, 478-222-1892, melissa.broaddus@us.af.mil or Timothy Hudson at 478-222-1755 or timothy.hudson@us.af.mil to RSVP. Additionally, there will be a sign-in sheet upon arrival and EVERYONE must sign in. Due to limited occupancy in the building, we may limit the number of attendees per company.

Attached is the DRAFT RFP and attachments for the manufacturing and production of the Next Generation All Aluminum Air Cargo Pallet (463L Air Cargo Pallet, NSN 1670-01-670-0637). Please review and submit all comments and/or questions to either Timothy (Tim) G Hudson at timothy.hudson@us.af.mil or Melissa Broaddus at melissa.broaddus@us.af.mil. All questions and answers will be publicized at different points in time depending on when the government receives them and has gathered all the necessary information to sufficiently answer all questions.
Additionally, the Air Force intends to have a Pre-Solicitation Conference on 27 March 2019 with a backup date of 28 March 2019 for all interested vendors, especially those interested in the extrusion process of the pallet production. The Pre-Solicitation Conference will be held at the Veterans Education Center Transition Resource Center (VECTR), 1001 S. Armed Forces Blvd, Warner Robins, GA 31088, (478) 218-3900. Room capacity is 60 personnel due to fire/safety codes.

The Government intends to award an indefinite delivery, requirements-type contract with an 18 month basic, eight one-year options and one six-month option for the manufacturing and production of item (463L Air Cargo Pallet, NSN 1670-01-670-0637), as described by MIL-DTL-27443. This pallet will be manufactured to the Technical Data Package (TDP) 201642455 and to the performance specifications of the current MIL-DTL-27443. Quantity: Basic Period - First Article Production 5 each; Option periods - First option year at decreased rate production max 10,000 each. Option periods two and three at full rate production max 15,000 each. Option periods four, five, six, seven, eight and nine at full rate production max 13,000 each.
Award will be made utilizing the Tradeoff Process source selection procedures A competitive acquisition will be accomplished utilizing trade-off source selection procedures, in accordance with FAR 15.3 as supplemented by the DoD Source Selection Procedures (Apr 2016) to make a best value award decision. Among those offerors with technically acceptable proposals and acceptable small business concern utilization plans, tradeoffs will be made between past and present performance and cost/price, with past performance being considered equally as important as cost/price. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all the required representations and certifications, meets all the requirements set forth in the RFP and also provides the best value to the Government.
The contractor shall provide 5ea first articles for first article testing. Pallet testing shall be completed at AFMC 802 MXSS/MXDTA test facility at Robins AFB. Delivery of production first articles shall be within 12 months of contract award. The contractor shall be responsible for all costs associated with the shipment of first articles. The contractor shall notify the Government of shipment 30 days prior to shipment.
