RFP Release Q&A_3

1. 3.4.1 Receipt of Condemned Pallets for Exchange Credit - The Government states “The Government may return used pallets to the contractor for credit towards the purchase of a new pallet. The contractor shall receive the pallets to be exchanged for credit towards a new pallet. Custody of the material shall transfer from the USAF to the contractor upon receipt of the material by the contractor at the location specified by the contractor’s Integrated Master Plan.”

Will the Government confirm that “used pallets” will only include Next Generation All Aluminum Pallets? Please confirm that no legacy pallets will be returned for credit.

Response: That is correct, returned legacy pallets will not be considered for credit. The credit mentioned in 3.4.1 is referring to All Aluminum Pallets only.

2. 3.4.1.2 Issuance of Credit - The Government states “The contractor shall provide a credit to the USAF that shall be applied to the next order of new pallets. The credit shall be issued within 48 hours of condemned pallets receipt. The credit issued by the contractor at the time of condemned pallets receipt shall be equal to the current scrap value for 6061Aluminum (per pound), multiplied by a nominal aluminum weight factor of 285 pounds, multiplied by the number of pallets delivered by USAF.”

Due to the design of the Next Generation All Aluminum Pallets there are metal components (lashing rings) which are not recyclable and would not meet 6061 Aluminum scrap value. The pallet must be cut open for removal of all hooks by removing all 66 Huck Fasteners before the pallets are recyclable. Will the Government allow the inclusion of a handling fee in the credit formula?

Response: Yes, both CDRL A006 and the Cost Model were amended to reflect the inclusion of inspection and handling of exchange material. Both documents were uploaded with RFP Amendments 02 and 03 in FBO.

3. 3.5.3.1 Inspection - The Government states” The DCMA Quality Assurance Representative (QAR) shall conduct inspections in accordance with ANSI/ASQC Z1.4, Special Inspection Level S-2, single sampling plans for normal inspection. That is clear, however no AQL is called out. Can the Government please provide specific details of the AQL?”

Response: AQL will be 4% for DCMA inspections.

4. 2.3 Order of Precedence - In the SOW dated 25 April 2019, “Section 2.3 the Government states” Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

In UDR-TR-2018-88 “Section 2.4 the Government states” Order of Precedence. In the event of a conflict between the text of this document and the references cited herein,(except for related associated specifications or speciation sheets) the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. Can the Government please clarify which document takes precedence?

Response: The MIL-DTL-27443 does not reference the SOW, so there is no contradiction in the two statements. Additionally, the SOW only references the MIL-DTL-27443 such that it requires the product to be made to the standards contained in MIL-DTL-27443. No conflict between the documents is evident.

5. Section L. Final D. Volume III, Past Performance - The Government States: Each offeror/joint venture member and critical subcontractor shall utilize the PPI Tool to complete information of four (4) active or completed efforts in the past six (6) years from the issuance date of the RFP, that the offeror/joint venture member considers relevant in demonstrating its ability to perform the proposed effort. If the total number of such efforts exceeds four (4) (within the last six (6) years), each offeror/joint venture member shall address its four (4) most relevant efforts”

Does the Government require a total of four references from each Team or does the Government require four references from each team member (to include critical subcontractors?

Response: 4 for each team member.

6. Section L. Final D. Volume III, Past Performance - The Government States: “Exert your best effort to ensure that at least two POCs per relevant contract submit a completed Past Performance Questionnaire directly to the Government not later than the date established in the RFP for receipt of proposals.”

Is it acceptable to the Government that both questionnaires (from the same client/reference) are submitted in the same response envelope?

Response: Yes, that is acceptable.
