About this opportunity
The Department of the Army Corps of Engineers, Baltimore District, is soliciting proposals for uniform and mat rental with laundry services to support the Washington Aqueduct Division in Washington, D.C. The contractor must provide weekly pick-up and delivery of cleaned, pressed, and replaced uniforms for approximately 120 personnel across seven employee categories, along with entryway floor mats and customized patches with embroidered Washington Aqueduct insignia and employee names. All uniforms must comply with Berry Amendment and DFARS regulations, and the contractor must furnish all personnel, equipment, supplies, facilities, transportation, and supervision necessary to perform the services. Award will be made to the lowest-price, technically acceptable offer based on evaluation of Technical Requirements (including product information sheets for fire-resistant garments, quality control procedures, and service guarantees), Past Performance (requiring submission of at least three detailed examples of relevant work completed within the past three years), and Price. The original response deadline was February 26, 2026, but has been extended to March 6, 2026 at 11:00 A.M. EST; questions regarding the solicitation must be submitted by email to the Contract Specialist and Contracting Officer no later than February 19, 2026 at 11:00 A.M. EST.
This acquisition is designated as a Total Small Business Set-Aside with a size standard of $47,000,000 under NAICS code 812332 (Laundry and Drycleaning Services), and women-owned small business (WOSB) contractors are explicitly sought. The government has not disclosed incumbent contractor information or historical pricing, directing potential offerors to SAM.gov for prior contract details. The contract is structured as Firm Fixed Price with three line items covering all costs to furnish rental uniforms and weekly laundering, entryway floor mats, and logo/name patches, with identical pricing for each of the five contract years. The initial performance period runs from the date of award through one base year (12 months) plus four optional one-year periods, extending through July 7, 2031, with a 30-day phase-in period. Performance and delivery will occur at the Washington Aqueduct Division facility locations in Washington, D.C., with weekly pick-up and delivery scheduled for Thursdays between 6:30 A.M. and 2:00 P.M.
