About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center, Jacksonville, Florida is conducting market research through a Sources Sought Notice to identify qualified vendors capable of providing service craft operations and maintenance support at the Naval Diving and Salvage Training Center (NDSTC) located at Naval Support Activity Panama City, Florida. The procurement encompasses operation and maintenance of multiple service craft including two Yard Diving Tenders (YDTs) and approximately 11 small craft with various outboard engines, along with watercraft crew support, scheduled and unscheduled maintenance, and port operations management. Contractor personnel must meet specific qualifications including U.S. Coast Guard licenses for masters and engineers, Navy 3-M training certifications, and various equipment operation credentials. Prospective contractors must submit responses by April 1, 2026, including company information, CAGE code, UEI, business size classification, socioeconomic status (if applicable), and confirmation of service delivery capability through GSA schedule, other vehicle, or open market procurement. The government will evaluate contractor capabilities to meet minimum performance requirements through the submitted documentation, though this Sources Sought Notice does not constitute a formal solicitation and carries no commitment to award a contract.
This procurement is not designated as a set-aside for any socioeconomic category. A firm-fixed-price (FFP) contract structure is anticipated with a one-year base period followed by four optional one-year periods and an optional six-month extension, allowing for up to five and one-half years of potential contract performance. The Performance Work Statement indicates that contractor responsibilities include 24-hour maintenance support to ensure mission readiness, management of docking phased maintenance availability (DPMA) periods occurring approximately every four years, and comprehensive supply and inventory management for repair parts and consumables. No specific budget values have been disclosed in this pre-solicitation notice, as it is strictly for market research purposes to assess vendor availability and capability. The contractor must develop multiple operational and safety plans within 30 days of award, including a safety action plan, training plan, and maintenance plan, and comply with extensive security, antiterrorism, and personnel vetting requirements in accordance with Navy regulations.
