About this file
This is a Technical Exhibit describing the NDSTC Oil Analysis Program, a government-provided service for routine laboratory analysis of lube oil samples from vessel machinery.
The Government, through a designated Independent Agency (a commercial contractor), provides oil sample bottles, express mailers, lubrication charts upon request, and oil sample analysis with reporting services. The Independent Agency maintains a historical database of all oil sample results and recommendations. The vessel operating Contractor is responsible for obtaining and submitting oil samples from all machinery using pressurized, circulating, or hydraulic oil—including diesel engines, steam turbines, reduction gears, steering gears, anchor windlasses, mooring capstans, air compressors, and refrigerant compressors—in accordance with existing shipboard maintenance program periodicity criteria. Additionally, the Contractor must conduct daily shipboard lube oil sample viscosity tests on all operating main propulsion and ship service diesel generators. The Contractor shall maintain shipboard used oil test records for one year, document follow-up actions in response to alerted conditions, and submit replacement requests for equipment, materials, and lubricants to the designated Military Sealift Command (MSC) representative at least 10 working days prior to the required delivery date, providing minimum information including agent, port, quantity, and phone number. All equipment and materials provided by the Independent Agency remain Government property throughout the contract term, and the Contractor cannot request services directly but must work through the designated MSC representative.

Technical Exhibit - 4 NDSTC Oil Analysis Program
NOTE:
- Throughout this Technical Exhibit, the Term “Independent Agency” refers to a commercial Contractor under contract to the Government to provide the lube oil analysis program for these vessels.
- Throughout this Technical Exhibit, the term “Contractor” refers to the vessel operating Contractor addressed in Section C of this performance work statement.
1. General. Through an Independent Agency, the Government will provide the Contractor an Oil Analysis Program for the routine laboratory analysis for oil samples from selected pieces of machinery. Objectives of this program are to reduce the probability of unexpected mechanical failure, to predict repair requirements, and to conserve lube oil resources. This Exhibit sets forth the Contractor’s responsibilities and describes the Government provided materials and services for the Oil Analysis Program.
1.1. Government Furnished Material and Services, General. Through an Independent
Agency, the Government will provide oil sample bottles and express mailers.
The Contractor shall identify lube oil supply requirements to the designated Military Sealift Command (MSC) representative who will make the request to the Independent Agency. The Contractor may not request these services directly. All equipment/material provided by the Independent Agency shall remain on the ship and shall be regarded as Government property throughout the term of this contract.
1.1.1. Sample Bottles. The Independent Agency will provide the Contractor with oil sample bottles with express mailers to be used for off ship lube oil sample laboratory analysis.
1.1.2. Lubrication Charts. Upon request, the Independent Agency will provide the
Contractor a lubrication chart that identifies the type of lubricant to be used onboard the ship for each equipment’s lubrication requirements.
1.1.3. Oil Sample Analysis and Reporting. The Independent Agency will provide the Contracting Officer a preliminary analysis of oil samples received from the Contractor. MSC will receive the test data results and provide the contractor with a recommendation as to the corrective actions needed to be taken in order to minimize the effects of oil degradation or contamination. A historical database of all oil sample results and recommendations is maintained by the Independent Agency and MSC.

1.2. Contractor Duties, General. The Contractor shall obtain and submit oil samples to the Government appointed Independent Agency for analysis. The Contractor shall maintain those records required by the Oil Analysis Program for identification of oil sample data and historical tracking of oil analysis results.
1.2.1. Obtain Oil Samples. The Contractor shall draw lubricating oil and hydraulic oil samples from all machinery which uses pressurized or circulating oil and/or hydraulic oil (including all diesel engines, all steam turbines, reduction gear, steering gear, anchor windlass, mooring capstans, air compressors, refrigerant compressors, etc.) as directed by existing shipboard maintenance program.
1.2.2. Off-Ship Oil Sampling. The Contractor shall submit routine off ship samples in accordance with the periodicity criteria specified by existing shipboard maintenance program for laboratory analysis.
1.2.2.1.Diesel Engine Lubricating Oil. In addition to the above sampling frequencies, a shipboard lube oil sample viscosity test shall be conducted daily on all operating main propulsion and ship service diesel generators, if applicable.
1.2.3. Reports and Records. The Contractor shall maintain shipboard used oil test records for a period of one year and document any follow-up action taken in response to the oil analysis report alerted conditions.
1.2.4. Replacement of Equipment/Material/Lubricants. The Contractor shall submit requests for replacement of equipment/material and lubricants to the designated MSC representative within 10 working days prior to the required delivery date. As a minimum, agent, port, quantity, and phone number are required.
