About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) issued a draft Request for Offer (RFO) on May 12, 2026 for Technical and Engineering Services (TES) supporting the Webster Outlying Field (WOLF) Ship & Air Integrated Warfare (SAIW) Division, restricted to businesses currently holding SeaPort-Next Generation Multiple Award Contracts, with feedback due May 21, 2026. As of May 20, 2026, the Government anticipates releasing the final RFO as soon as possible, with feedback on the final solicitation remaining welcome after release.
This draft RFO solicits industry comments and questions on contract N0042126R3006 for a Cost-Plus-Fixed-Fee task order running from June 21, 2027 through June 20, 2032 (base year plus four option years). The effort encompasses approximately 1,580,240 man-hours distributed across concept and technology development, systems engineering, software solutions, cybersecurity support, system integration, life cycle sustainment, analysis, and technical management for C6ISR systems across airborne, land-based, mobile, sea-based surface, and subsurface platforms. Performance splits between Government sites in Arizona, Hawaii, Maryland, and North Carolina (26 percent) and contractor facilities within 50 drivable miles of WOLF, St. Inigoes, Maryland (74 percent). Key personnel requirements include one Senior Systems Engineer, one Senior Program Manager, two Senior Project Managers, one Advanced Computer Network Architect, one Advanced Computer Systems Analyst, and one Advanced Information Security Analyst; approximately 11 FTE require TS/SCI access immediately upon performance commencement. All contractor personnel must be U.S. citizens unless waived and pass Tier-3 investigations.
Contractors should email comments to Contract Specialist Kellan Tarleton (kellan.tarleton.civ@us.navy.mil) and Contracting Officer Amy Davis (amy.g.davis.civ@us.navy.mil), with subject line "N0042126R3006 TES RFO," including company name, address, and point of contact. Responses are voluntary; no funds are available for proposal preparation, and no basis for claim against the Government arises from response.

Program Background:
As the organic Lead Systems Integrator® (oLSI®) for the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) operates under a product-based business model whereby NAWCAD WOLF civilians lead and manage the execution of the requirements with combined Government-Industry teams. Using this oLSI® approach, the Government maintains control of intellectual property and data rights, enabling WOLF to rapidly adapt solutions to the dynamic needs of the warfighter.
The NAWCAD WOLF Ship & Air Integrated Warfare (SAIW) Division, operating under the oLSI® model, provides technical and engineering services to support the advanced research and development, systems engineering, and life cycle support of electronics, communications, and information systems in response to tasking from the Department of War (DoW) and other U.S. Government organizations.
