About this file
This is a Cybersecurity Workforce Framework (CSWF) Qualification Matrix that establishes personnel qualification standards for IT and cybersecurity positions across multiple proficiency levels on a federal contract. The matrix covers eight primary labor categories: Computer Network Architects, Computer Programmers, Computer Systems Analysts, Information Security Analysts, Network and Computer Systems Administrators, Software Developers, and Software Quality Assurance Analysts and Testers, along with Training and Development Specialists. Each labor category is segmented by proficiency levels (Apprentice, Basic, Intermediate, Advanced, or Advanced [KEY]) and work location (On-Site/Off-Site), with cross-references to CSWF position codes and Department of Defense civilian workforce classifications.
The qualification standards require a foundational combination of education, military or commercial training, and personnel certifications aligned to role requirements. Educational pathways include a bachelor's degree in IT, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering from ABET-accredited or CAE-designated institutions. DoD/Military training options reference specific DCWF training playlists, DISA certifications, and Naval training courses (NAVEDTRA), while commercial certifications span CompTIA credentials (A+, Network+, Security+, Cloud+, SecurityX), GIAC certifications (GSEC, GICSP, CCSA), Cisco CCNP Security, and security-specific credentials such as CISSP, CEH, and CND. Personnel must complete environment-specific Operating System/Computing Environment training as dictated by the Command CWF Program Manager, demonstrate on-the-job proficiency through specified Watchstation levels and NAVEDTRA courses for certain roles, and maintain continuous professional development of a minimum of 20 hours annually or certification maintenance requirements, whichever is greater. This matrix applies to the NAWCAD WOLF SAIW Technical and Engineering Services procurement under SeaPort NxG MAC authority.
