About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) seeks software support services for its Airborne Systems Integration Division's Secure Executive Network Software Support (SENSS) program, with proposals due May 19, 2026 at 1:00 PM. This is a SeaPort-NxG task order competition open only to current SeaPort-NxG MAC holders under unrestricted fair opportunity procedures.
Place of performance splits between the government site (NAWCAD Webster Outlying Field, St. Inigoes, Maryland and Naval Air Station Patuxent River, Maryland—51%) and contractor facilities within 50 drivable miles of WOLF (49%). The contract covers development, design, prototyping, low-rate production, testing, integration, and maintenance of software across cyber, Maritime Domain Awareness, situational awareness, data management, and rapid capability domains for manned and unmanned airborne platforms supporting the Department of Navy, Department of Defense, and other government agencies.
The effort requires 796,828 total labor hours across a base year plus four option years (November 17, 2026 through November 16, 2031), distributed across five funding categories: Procurement, Operations and Maintenance, Foreign Military Sales, Research/Development/Test/Evaluation, and Working Capital Fund. Minimum labor cost is $90,853,446 (fully burdened), with Other Direct Costs capped at $12,653,180 total. The contract type is Cost-Plus-Fixed-Fee for labor CLINs and cost-reimbursable for Other Direct Costs. NAICS code is 541330 (Engineering Services) with a $47 million small business size standard; PSC is K016.
Contractor personnel must be U.S. citizens with Tier-3 investigations minimum for unclassified work and Top Secret with favorable Tier-5 for classified work up to TS/SCI. Three key personnel positions are mandatory and subject to substitution restrictions: Senior Systems Engineer, Senior Program Manager, and Advanced Software Developer, all requiring Top Secret clearances. All personnel must comply with DoD security, operations security, information assurance, and cybersecurity workforce qualification standards per Cybersecurity Workforce Framework foundational qualifications. The contractor must maintain CMMC Level 2 (Self) or higher and obtain a Top Secret Facility Clearance before proposal submission.
Evaluation awards to the Highest Technically Ranked Offer at a fair and reasonable price. Key Personnel pass as a prerequisite; technical evaluation ranks offers on a sample task oral presentation; cost evaluation assesses realism and reasonableness. Oral presentations occur the second week after the deadline, 90 minutes maximum, limited to six attendees with only proposed Key Personnel presenting answers. Section Contract Act wage determinations apply. Amendments 0001 through 0006 clarified labor hour totals, extended deadlines, corrected cost workbook escalation rates (3.6% for non-SCA labor in option years), and added labor categories (Technical Writers, Warehouse Specialist).

AMENDMENT 0006.
As the organic Lead Systems Integrator (oLSI) for the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) operates under a product-based business model whereby NAWCAD WOLF civilians lead and manage the execution of the requirements with combined Government-Industry teams. Using this oLSI approach, the Government maintains control of intellectual property and data rights, enabling WOLF to rapidly adapt solutions to the dynamic needs of the warfighter.
The NAWCAD WOLF Airborne Systems Integration (ASI) Division provides the rapid insertion and transition of advanced technologies, systems, sensors, and weapons which enable Programs of Record (PoR) to successfully execute and deliver the direct insertion of capabilities to meet urgent fleet needs. The NAWCAD WOLF ASI Division, operating under the oLSI model, has requirements for engineering and integration of various airborne capabilities to include, but not be limited to, sensors, communications systems, weapons systems, and control technologies for a variety of manned and unmanned airborne platforms. Specifically, the ASI Division requires the Contractor to support development, design, prototyping, low-rate production, demonstration, testing, integration, technical installation, transition through Initial Operational Capability (IOC), and maintenance in the domains of cyber, Maritime Domain Awareness (MDA), situational awareness, data management and dissemination, and other rapid capability software requirements with the ASI Division in support of Department of Navy (DON), Department of Defense (DoD), and other Government agency projects.
