About this opportunity
PAE Mission Systems is soliciting proposals for end-to-end sustainment and infrastructure support of the Standard Labor Data Collection and Distribution Application (SLDCADA), a requirement the Department of the Navy Information Warfare Systems Command manages, with questions due November 10, 2026 at 12:00 PM Eastern and proposals due December 6, 2026 at 6:00 PM Eastern. The Set Aside is Total Small Business, and the task order is limited to SeaPort-NxG small-business contract holders.
The firm-fixed-price task order has a one-year base period and four one-year options, with estimated award on March 1, 2027. Place of performance is Washington, DC, and personnel must be within commuting distance of 1325 10th Street SE unless the Contracting Officer's Representative authorizes otherwise. The NIS Implementation CLIN carries a $1.5 million not-to-exceed limit per period, and the Other Direct Costs CLIN is capped at $60,000. Sustainment CLINs have no stated cap. Incumbent Innovatus is named, and the Government allows a 30-calendar-day transition.
The unclassified, web-based Java and Oracle application serves more than 60,000 users from 36 virtual servers in AWS GovCloud managed by CloudCITI, and its Authorization to Operate expires March 2027. Required work includes two releases annually, availability above 99.5%, Priority 1 defect resolution within 8 hours, a mobile front-end interface, and annual Naval Identity Services single sign-on integration across option years. Cloud migration planning and RMF reauthorization are priced within sustainment and will not be procured as separate task orders.
Key personnel are the Task Order Program Manager, Lead Software Engineer, and Lead Database Management Analyst. Privileged users, including system administrators, database administrators, and the Senior Cybersecurity Engineer/ISSO, require Tier 5 investigations, with interim determinations permitted pending adjudication. Non-privileged personnel require Tier 3 investigations. Secret clearance eligibility or higher is required for elevated/privileged access or SIPRNET terminal access. Cybersecurity personnel must hold DoD 8140 baseline certifications. The prime must comply with NIST SP 800-171 Revision 2, and CMMC Level 2 certification is not required at proposal or award.
Section M weights Factors 1 (Technical Management and Customer Support) and 2 (IT and Cyber Security Management) equally as most important, Factor 3 (Staffing Plan) second, and Factor 4 (Price) least important but growing in significance as non-price proposals approach equality. The Q&A document lists different factor titles, which conflicts with Section M. Factor 1 is limited to 4 pages and Factor 2 to 6 pages. Resumes are reviewed at award and not evaluated in proposals. Proposals go through DoD SAFE, and non-DoD offerors must email a Drop-Off Request by 12:00 PM EDT on December 1, which the synopsis dates 2027 and the Q&A dates 2026.
