About this file
This is a Small Business Participation Commitment Document (SBPCD) template for RFO N00421-26-R-3005, which requires contractors to document their planned utilization of small business subcontractors on the NAWCAD WOLF ASI Secure Executive Network Software Support (SENSS) contract. The document establishes a framework for tracking small business participation across multiple socioeconomic categories, including Small Businesses (SB), Service-Disabled Veteran-Owned Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), HUBZone-certified firms, and Veteran-Owned Small Businesses (VOSB). Contractors must specify dollar values and percentages for subcontracted work to each category as a proportion of the total order value and overall subcontracted value. The document clarifies that firms qualifying in multiple socioeconomic categories should be counted in each applicable category while maintaining accurate total small business dollar representation.
The SBPCD template includes a section for listing individual small business participants, requiring contractors to provide company names, CAGE codes, applicable business categories, descriptions of products and services to be provided, and NAICS codes assigned by the prime contractor. This submission is part of the solicitation for engineering and integration support services covering cyber, Maritime Domain Awareness, situational awareness, data management, and software development for Navy airborne platforms and programs. The document serves as a compliance and tracking tool to ensure small business subcontracting goals are met and documented for this Naval Air Systems Command contract opportunity.

1SB Subcontracted Value includes ALL small business dollars, inclusive of all socioeconomic categories. SB dollars planned for firms that qualify in multiple socioeconomic categories shall be included in each category for which they qualify (i.e., a firm that is both WOSB and SDVOSB shall be included in both the WOSB and SDVOSB categories in the table above). For example, if you plan to subcontract $100,000 to a firm that is both WOSB and SDBOSB, then $100,000 should be included in the dollar values for WOSB and SDVOSB in the table above, but only $100,000 for that firm would be included in the SB subcontracted value.
2By definition, all SDVOSBs are also VOSBs. Thus, a VOSB goal should be equal to or greater than an SDVOSB goal.
*The total percentage for the Subcontracted Value shall not equal less than 100%.
