Naval Sea Logistics Center seeks Readiness Based Sparing modeling services under a cost-plus-fixed-fee task order, with proposals due February 23, 2026 at 3:00 PM local time. The procurement is restricted to Women-Owned Small Business holders of SeaPort NxG MAC IDIQ contracts with a minimum Secret facility clearance.

Place of performance is Mechanicsburg, Pennsylvania. The contract spans a base year (June 1, 2026–May 31, 2027) plus four optional years, totaling 251,580 labor hours if all options are exercised: 34,620 hours in the base year, 47,700 hours in option year one, and 56,420 hours in each of years two through four. The government estimates $50,000 in annual Other Direct Costs. All contractor personnel must obtain and maintain Secret clearances and comply with security requirements including Controlled Unclassified Information handling, operations security protocols, and facility access controls at Naval Sea Logistics Center, 5450 Carlisle Pike, Building 307, Mechanicsburg, Pennsylvania 17050.

The requirement calls for personnel qualified to develop OPUS Suite and SIMLOX-based RBS models, execute Monte Carlo simulations, analyze maritime allowance data, and deliver standardized results spreadsheets for Navy Common Readiness Model implementation. Offerors must demonstrate CMMC Level 2 (Self) compliance and provide three past performance references from the past five years with copies of applicable contracts or task orders. The solicitation recommends a labor mix of seven categories: Program Manager (9,600 hours), Senior Engineer with minimum two years of OPUS Suite experience (19,200 hours), Senior Engineer overtime (2,600 hours), Engineer II (144,000 hours), Engineer II overtime (19,500 hours), Engineer I (49,920 hours), and Engineer I overtime (6,760 hours). Offerors may propose alternative labor categories or adjust the mix if they justify how proposed deviations achieve quality, efficiency, and cost-effectiveness. Program Manager key personnel require seven or more years of related experience and a baccalaureate degree in logistics, business, management, or technical field. Senior Engineer key personnel require two or more years of OPUS Suite modeling experience, seven or more years of related experience, and a baccalaureate degree in Mechanical or Electrical Engineering. Engineer II and Engineer I positions require Mechanical or Electrical Engineering degrees and OPUS Suite or similar modeling experience. All positions require Secret clearance.

Evaluation weighs technical approach as most important (Factor 1), past performance (Factor 2), and cost proposal (Factor 3). Deliverables include Proposed Spare Parts Lists (A001) and Contractor Status Reports (A002) due 45 days after award and monthly thereafter, a Contractor's Data Management Plan (A003) due 30 days after award, a Quality Assurance Program Plan (A004) due 30 days after award, a Phase-Out Transition Plan (A005) due 60 days before the final performance period ends, and a Government Property Inventory Report (A006) due 45 days after award and annually thereafter. Performance standards include cost control (98% of monthly cost deviation details delivered timely, 100% justification required; 92% of invoices submitted timely and accurate), schedule control (92% of monthly progress reports demonstrating progress; 95% of deliverables submitted on time), quality (satisfactory ratings with no more than two unsatisfactory deliverables annually; 98% accuracy of OPUS Suite Readiness Based Sparing models), business relations (95% response to government requests within two business days), and staffing management (95% notification of personnel replacements within five business days; 100% notification that replacements meet contract requirements; 100% reporting of labor disputes within seven days). Amendment 0001 (February 11, 2026) clarifies that the government expects 800 RBS models per year with 800 simultaneously in flight; typical turnaround is 2–4 weeks for initial model execution, 1–2 weeks for reruns, and 1 week for final delivery; and OPUS Suite 2024.1 is the required Navy Enterprise software. Naval Sea Logistics Center, Mechanicsburg, is soliciting for the following non-commercial service: Readiness Based Sparing Services. The resultant Seaport task order is anticipated to be awarded as a cost plus fixed fee (CPFF) task order with a base year and four (4) optional years. The solicitation number for this requirement issued as a request for proposal (RFP) is N6572626R3000. This requirement is limited to Women-Owned Small Business Seaport contract holders with a minimum secret facility clearance. There is no incumbent.

The applicable NAICS code for this requirement is 541330 and has a size standard of $45 million.  The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9.

Offerors wishing to submit a proposal are responsible for downloading the RFP from www.sam.gov and frequently monitoring the site for any amendments to the RFP. Per DFARS 252.204-7019, Notice of NIST SP 800-171 DoD Assessment Requirements, the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 applies to this procurement.  The Offeror shall have a current (not more than 3 years old) minimum Confidence Level assessment of “Basic” as identified in the NIST SP 800-171 Assessment Report within the Supplier Performance Risk System (SPRS).  Guidance regarding the NIST SP 800-171 DoD Assessments can be found at https://www.sprs.csd.disa.mil/.  The Government will not extend or delay the procurement for pending Contractor NIST SP 800-171 assessments.

The Program Office has determined CMMC compliance is required effective 10 November 2025. The minimum CMMC assessment requirement for this tasking is CMMC Level 2 (Self).
