N6572626R3000 – Attachment 4 – Personnel Qualifications
A. Recommended Labor Mix
Offerors' proposals may not deviate from the total number of hours included in Section B.
Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the PWS in a high quality, efficient, and cost effective manner. Nevertheless, the Government has provided the below labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. As this estimate is based on Government knowledge and experience with the support needed, this estimate will be considered in evaluating proposals. It is noted that other labor categories, such as Logisticians or Data Scientists could be proposed and used depending on the expertise and experience level. The Offeror may deviate but such deviation shall be explained in the Offeror's Staffing Plan Narrative. If the proposed labor mix differs from the estimate provided below, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. If the Offeror does not explain deviations from the above labor mix it may result in upward cost adjustments or one or more weaknesses/deficiencies during evaluation.
For each of the Labor CLINs, the Government strongly recommends offerors provide the following labor mix:

B. Government Defined Labor Categories:
The table below lists the labor categories desired education, experience, and certifications, as well as, required security clearance for the support to be provided under the PWS paragraph(s). If the Contractor does not identify the labor categories listed below by the same specific title in its proposal, then the Contractor shall provide a cross reference which lists its applicable labor category designation as it corresponds to those identified below. Any substantive differences are to be identified. The equivalents and pay ranges from the Bureau of Labor Statistics (BLS) Standard Occupational Classification (SOC) May 2024 report that was used for each position are noted below.
