--Item 10(j): Controlled Unclassified information (CUI), including For Official Use Only (FOUO) information, must be protected per DoDM 5200.0l-V4, as specified in the CUI/FOUO protection clause in the contract. It is emphasized that unencrypted transmission of CUI/FOUO via the Internet is strictly prohibited.
Item 11(j): The Contractor shall utilize the NAVSEALOGCEN Critical Information and Indicators List, Current as of January 5, 2025, to help identify and protect critical information associated with this contract. During the period of this contract, the Contractor may be exposed to, use, or produce, NAVSEALOGCEN Critical Information and/or observables and indicators which may lead to discovery of CI.
NAVSEALOGCEN’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).

Item 11(j): Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
Item 11(j): Continued: NAVSEALOGCEN’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NAVSEALOGCEN Public Release Authority listed in Item 12 of this DD Form 254.
Item 11(j): Continued: Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive and Company Proprietary information related to this contract or other programs must be immediately reported to the Facility Security Officer, DCSA and/or the Naval Criminal Investigative Service, and the NAVSEALOGCEN Security Office. Questions concerning these requirements shall be directed to the NAVSEALOGCEN Security Office.
Item 11(j): Continued: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of NISPOM, 32 CFR Part 117, therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NSWCDD approves the OPSEC requirements.
Item 11(j): Controlled Unclassified Information (CUI) (formerly For Official Use Only (FOUO) and Personally Identifiable Information (PII) generated and/or provided under this contract shall be safeguarded and marked as specified in DODI 5200.48.
--Item: 11(l): Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document, and applying the designation indicator block to the cover or first page of all unclassified documents and Information Systems (IS) displaying or containing CUI. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited.
Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
--Item 11(m): Personnel accessing Government IT systems in the performance of contract work must meet Department of Navy (DON) Personnel Security Program (PSP) Instruction. SECNAV M-5510.30 Paragraph 5-3, sub paragraphs b(6)(a), b(6)(e), b(6)(f), b(6)(g), and Exhibit 5A, Performance requirements are at the IT-1 Critical Sensitive position for contractors performing these functions. The IT-1 positions require full positive adjudication of a Single Scope Background investigation. Additionally, per DOD Manual 8570-1 M (Change 3): C2.3.8 Contractor personnel supporting IA functions shall obtain the appropriate DOD approved IA baseline certification prior to being engaged. Additional training on local or system operating systems or procedures must be met within 6 months of engagement. C3.2.3.3 Contract personnel must comply with the DOD and Vendor CEU requirements to maintain their IA baseline certification. Tables C3.T4, C3.T5, Paragraphs C7 .3.4 and AP3.1.5, performance requirements will be set at the Information Assurance Technical (IAT) level II and all training and certification specification are required to be met for any contracted employee. Secretary of Navy Manual (SECNAVMAN) SECNAVMAN 5239.21A Workforce Management Manual provides additional amplifying policy and requirements.

Item 11(j): Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.

Item 11(j): Continued: Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive and Company Proprietary information related to this contract or other programs must be immediately reported to the Facility Security Officer, DCSA and/or the Naval Criminal Investigative Service, and the NAVSEALOGCEN Security Office. Questions concerning these requirements shall be directed to the NAVSEALOGCEN Security Office.
Item 11(j): Continued: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of NISPOM, 32 CFR Part 117, therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NSWCDD approves the OPSEC requirements.
Item 11(j): Controlled Unclassified Information (CUI) (formerly For Official Use Only (FOUO) and Personally Identifiable Information (PII) generated and/or provided under this contract shall be safeguarded and marked as specified in DODI 5200.48.
--Item: 11(l): Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document, and applying the designation indicator block to the cover or first page of all unclassified documents and Information Systems (IS) displaying or containing CUI. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited.
Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
--Item 11(m): Personnel accessing Government IT systems in the performance of contract work must meet Department of Navy (DON) Personnel Security Program (PSP) Instruction. SECNAV M-5510.30 Paragraph 5-3, sub paragraphs b(6)(a), b(6)(e), b(6)(f), b(6)(g), and Exhibit 5A, Performance requirements are at the IT-1 Critical Sensitive position for contractors performing these functions. The IT-1 positions require full positive adjudication of a Single Scope Background investigation. Additionally, per DOD Manual 8570-1 M (Change 3): C2.3.8 Contractor personnel supporting IA functions shall obtain the appropriate DOD approved IA baseline certification prior to being engaged. Additional training on local or system operating systems or procedures must be met within 6 months of engagement. C3.2.3.3 Contract personnel must comply with the DOD and Vendor CEU requirements to maintain their IA baseline certification. Tables C3.T4, C3.T5, Paragraphs C7 .3.4 and AP3.1.5, performance requirements will be set at the Information Assurance Technical (IAT) level II and all training and certification specification are required to be met for any contracted employee. Secretary of Navy Manual (SECNAVMAN) SECNAVMAN 5239.21A Workforce Management Manual provides additional amplifying policy and requirements.
