About this opportunity

NATO Communications and Information Agency (NCIA) issued a Request for Information on June 8, 2026 to identify qualified vendors and gather industry input on Imagery Exploitation and Visualization Tools (IMINT) supporting end-to-end Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) of imagery across a federated enterprise. Participation is restricted to companies from NATO member countries. This RFI is for planning and market research purposes only and does not constitute a solicitation or obligation to award a contract; NCIA anticipates releasing a formal solicitation in October 2026.

The required solution must support multiple imaging modalities (panchromatic, multispectral, hyperspectral, SAR, full motion video, moving target indicators), advanced analytical capabilities including Structured Observation Management and Activity-Based Intelligence, AI/ML-enabled object detection and classification, and Federated PED with distributed team collaboration. Interoperability with NATO Intelligence Federated Services, Federated Mission Networking, Battlespace Objects, and NATO security standards is mandatory. The project encompasses four work packages spanning deployment through 2029.

Vendors must submit a maximum five-page Executive Summary addressing Annex A requirements plus responses to 128 standardized questions in Excel format (Annex B) covering 19 capability domains. Selected vendors may be invited to participate in scenario-based demonstrations during the week of July 6, 2026. Responses are due by 17:00 CET on June 8, 2026, addressed to Tiago.Brito@ncia.nato.int with reference NCIA-424252-IMINT.

Notice text

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to identify qualified vendors and gather input on potential solutions to support the upcoming acquisition of Imagery Exploitation and Visualization Tools (IMINT).

NATO’s Joint Intelligence, Surveillance and Reconnaissance Centre (JISRC), in coordination with NCIA, is seeking to enhance and expand its IMINT capabilities. The IMINT project aims to acquire modern, commercially available software solutions that support end-to-end Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) of imagery and associated intelligence across a federated enterprise.

This RFI is issued for planning purposes only and is not a request for solicitation. It is part of NCIA’s effort to confirm available capabilities from industry.

Do NOT submit your RFI response to the Department of Commerce. Submission instructions and additional details can be found in the RFI (attached).

The NCIA reference for this RFI- 424252-IMINT, and all correspondence concerning this matter should reference this number.

The response deadline is NLT 17:00 hours Central European Time (CET) on 08 June 2026

Your participation in this RFI is greatly appreciated.
