About this opportunity
The NATO Communications and Information Agency (NCIA) is issuing Request for Information RFI-192830-GECS for its Geospatial Enterprise Core Services (GECS) capability program, with written responses due 12:00 CET on December 3, 2026. The notice uses no set-aside. It is listed under the Department of Commerce Bureau of Industry and Security, but it instructs respondents not to submit RFI responses to Commerce.
The RFI is pre-competitive market research for planning purposes only and is not a request for bids. NCIA seeks industry feedback on its draft high-level problem statement and outcome/performance-based requirements (Annex B), including recommendations for improving performance, competition, and efficiency, and identification of risks. Topics include capability clarity, procurement approach, business and costing models, AI/GeoAI provisioning, hosting, NATO systems integration, security and cyber compliance, STANAG compliance, data-centric security levels L1–L3, and cross-domain services. Per the attached RFI, GECS comprises five development areas. The procurement uses a three-step process: Project #0 (15 months) to establish a competitive range and fund detailed designs, followed by Project #1 (18 months to IOC, plus 12 months to FOC).
NCIA will hold a GECS Workshop at NATO Edge in Izmir, Turkiye, on 17–19 November, where it will brief the problem statement, answer clarifying questions, and take comments in open forum and, schedule permitting, in bilateral meetings. Registration details are on the NATO Edge website at natoedge.nato.int.
