About this opportunity

NATO Communications and Information Agency (NCIA) is conducting pre-competitive market engagement on November 4, 2026 through a questionnaire and industry workshop to solicit input on potential solutions for an upcoming Open-Source Intelligence (OSINT) capability acquisition. This is a planning document and does not constitute a request for bids.

NCIA seeks to understand marketplace capabilities and acquisition strategies for a platform serving approximately 820 NATO analysts across three tiered access levels: tier 1 (approximately 400 generalist analysts) with managed attribution only; tier 2 (approximately 300 fusion analysts) with managed attribution and alerting; and tier 3 (approximately 120 trained specialists) with full specialist tools. The capability must deliver by Q1 2028, with a formal invitation for bids targeted for Q1 2027.

The platform comprises three functional areas: user-facing front-end including managed attribution, secure collaboration space, report writing with automated summaries and translation, and tasking tools; data sources including traditional media, deep/dark web, social media, messaging, ad-tech, IoT, financial, and cyber threat data; and analytic functions including query-setting, automatic summarization, translation, transcription, OCR, deepfake recognition, named entity recognition, network analysis, geolocation, anomaly detection, and data enrichment. Cybersecurity requirements include audit reports, user management, and comprehensive service logging.

NCIA seeks one prime contractor providing integrated, best-of-breed capabilities from multiple sub-vendors. Vendors addressing partial scope are invited to respond. Interested parties from NATO member countries must submit questionnaire responses by November 4, 2026 at 12:00 CET or attend the OSINT Data Exploitation and Visualization Workshop at NATO Edge on November 17–19, 2026 in Izmir, Turkey. Contact Nicholas Griffin, Senior Contracting Officer, at IFB-CO-424330-OSINT@ncia.nato.int.

Notice text

The NATO Communications and Information Agency (NCIA) is conducting pre-competitive market engagement to gather input on potential solutions to support the upcoming acquisition for an Open-Source Intelligence (OSINT) Capability. To that end, NCIA is issuing the attached Questionnaire to inform a dedicated workshop at NATO Edge and solicit feedback from industry partners.

This Questionnaire is issued for planning purposes only and is not a request for bids. It is part of NCIA’s effort to engage early to inform and ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies.

NCIA values your insight and invites you to review and comment on our draft high level problem statement to provide recommendations for improving performance outcomes, competition, and efficiency; and identifying any risks or concerns that should be considered during planning.

Feedback can be provided in writing in accordance with submission instructions and/or by attending a dedicated industry engagement – OSINT Data Exploitation and Visualization Workshop at NATO Edge, taking place on 17-19 November in Izmir (Türkiye), where NCIA will respond to clarifying questions and invite comments from participants.

Submit responses via the on-line questionnaire no later than 12:00 hours Central European Time (CET) on 04 November 2026. Submission instructions and additional details can be found in the attachment.

NCIA thanks you in advance for your time and input, and looks forward to engaging with you as it shapes this potential acquisition.
